This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.
Duties
At the GS-13 grade, the Substance Abuse Residential Rehabilitation Treatment Program (SARRTP) Program Manager (Program Manager, LPMHC) manages administrative and clinical aspects of the Western Colorado Health Care System (WCHCS) 18-bed substance abuse residential rehabilitation treatment program. They have responsibility for coordinating interdisciplinary staffing, creating and monitoring work assignments, managing
budget, ensuring implementation of treatment services per VA Directive, monitoring and reporting upon quality and safety of services and providers, ensuring program standards meet accreditation requirements of oversight bodies, monitoring and reporting upon outcomes of various programs, actively participating in and reporting to national, VISN and facility level committees. They also supervise employees assigned to SARRTP.
Administrative Functions:
1) Provides broad program management responsibilities including leadership in the development, implementation, evaluation, & oversight .
2) Leads a multidisciplinary team, which include psychologists, physicians, social workers, nurses, & other health care professionals & trainees.
3) Responsible for the development, implementation, & oversight of operational policies & procedures.
4) Conducts ongoing program evaluation & data-driven quality improvement projects.
5) Organizes & leads team meetings to facilitate case disposition, care management, effective delivery of clinical interventions.
6) Monitors & distributes provider-specific workload reports to team leaders & ensures provider adherence to workload standards.
7) Plans work to be accomplished including establishing priorities, timelines for completion & necessary adjustments.
8) Monitors compliance of staff with VA performance measures.
9) Provides clinical supervision to assigned staff regarding adherence to WCHCS clinical & legal standards & policies, documentation of electronic health record procedures, & the clinical management of difficult, complex, & dangerous patients.
10) Provides leadership in hiring of new staff members , which may include constructing job announcement(s), preparing functional statements, rating applications, interviewing, & selecting final job candidates.
11) Participates in the selection of newly hired personnel.
12) Resolves conflicts among staff & adjudicates complaints & problems of employees.
13) Assumes responsibility for taking appropriate disciplinary actions for employees with performance problems.
14) Ensures that appropriate coverage is arranged for patient care responsibilities when staff members are on leave.1
5) Approves leave for employees directly under their supervision.16) Initiates performance awards for outstanding employees & completes administrative paperwork..
Clinical Functions:
1) Uses a high level of skill in assessing & treating the complicated psychosocial problems of Veterans. Social Work responsibilities include the assessment of psychosocial problems & psychiatric diagnoses often at a time when the Veteran is experiencing crisis & include the provision of short-term, solution focused therapy & case management with Veterans and/or their families.
2) Independently complete thorough psychosocial assessments to determine the psychosocial functioning & needs of Veterans and/or their families.
3) Actively participate as a member of the interdisciplinary treatment team & actively participate through collaboration with Veterans & family as well as interdisciplinary treatment team members in the development & implementation of treatment goals & interventions.
4) Possess a working knowledge & experience in use of mental health diagnoses, disabilities, & treatment procedures, including acute, chronic, & traumatic illnesses, common medications & their effects/side effects, arid medical terminology.
5) Serve as a liaison between Veterans and/or their families & VA & community resources to ensure thorough delivery of services.
6) Possess knowledge & ability to independently implement evidence-based treatment modalities, provide educational classes, and/or therapeutic groups for Veterans & families.
7) Be available to provide consultation to other treatment team & staff members regarding psychosocial needs of Veterans and/or their families & the impact of the identified psychosocial problems on the Veteran's health care planning & compliance with treatment.

Qualifications

Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency. LPMHCs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3.j.
Education. Hold a master's or doctoral degree in: Clinical Mental Health Counseling; Clinical Rehabilitation Counseling; Clinical Mental Health Counseling and Clinical Rehabilitation Counseling; or a related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). Examples of related mental health counseling fields include, but are not limited to Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling. CACREP defines the date when graduates are considered to have graduated from a CACREP accredited program. Additional information may be obtained from http://www.cacrep.org/directory/. NOTE: Traditional Rehabilitation counseling programs that are accredited by CACREP do not meet the LPMHC qualification standards as Traditional Rehabilitation counseling differs from Clinical Rehabilitation counseling.
Licensure. Persons hired or reassigned to LPMHC positions in the GS-0183 series in VHA must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and treatment.
Grade Determinations:
Licensed Professional Mental Health Counselor (Program Manager), GS-13
Experience. In addition to the basic requirements, candidates must have at least one year of progressively complex experience equivalent to the GS-12 grade level. The experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency.
Demonstrated Knowledge, Skills, and Abilities. In addition to meeting the KSAs for the GS-12 grade level, the candidate must demonstrate the KSAs below:
1.Ability to make judgments and decisions associated with program management.
2.Ability to monitor program outcomes using data driven quality assurance process.
3.Ability to develop productivity standards appropriate to each service provided.
4.Ability to manage a wide range of programs which include the operation and management of key clinical, training or administrative programs.
Assignments. LPMHCs manage the daily operations of multiple programs, develop and implement program policies and procedures, or serve as chief or principal counselor to a number of LPHMCs. They are responsible for oversight of administrative and programmatic resources and monitoring of outcomes. They prepare reports and statistics for facility, VISN, and national leadership. Decisions may affect staff and other resources associated with the programs managed and are made while exercising wide latitude and independent judgment. They may be responsible for the program's budget. They may also supervise employees assigned to the program.

Physical Requirements: The work of the LPMHC is largely office based and in a sedentary setting. No manual labor is required above
ordinary situations. Incumbent must be capable of participating in emergency drills and evacuations. Incumbent
must be capable of using a computer given that all clinical charting is electronic.
