The Licensed Professional Mental Health Counselor serves as a Program Manager for the Veterans Recovery Center (VRC) at VA Western Colorado Health Care System. The LPMHC in this position provides program oversight and coordination of all substance use treatment programing. Services provided by the incumbent's program target all VA-eligible Veterans with substance use problems within the facility's catchment area, encompassing the Western Colorado HCS main campus in Grand Junction, CO.

Duties

The Licensed Professional Mental Health Counselor- VRC has broad responsibility for the coordination and management of all substance use treatment services offered by the VA WCHCS and community partners through whom the VA offers services. The Licensed Professional Mental Health Counselor- VRC is responsible for all areas of performance of the VRC Program, both in terms of meeting VHA national and local performance targets and also in maintaining compliance with all applicable administrative and clinical policies, regulations, standards, and guidelines. Leads a multidisciplinary team, which may include psychologists, social workers, nurses, and other health care professionals. Leads regularly scheduled staff meetings. Responsible for the development, implementation, and oversight of operational policies and procedures for the programs, with the approval of the affiliated Service Line Leader. Conducts ongoing program evaluation and data-driven quality improvement projects that monitor the effectiveness of clinical operations within their respective program(s). Organizes and leads leadership team meetings in order to facilitate case disposition, care management, effective delivery of clinical interventions, and the adherence to administrative demands. Monitors and distributes provider-specific workload reports to team leaders and ensures provider adherence to workload standards. Plans work to be accomplished by team members, including establishing priorities, timelines for completion, and necessary adjustments therein. Ensures timely access to care of patients assigned to each team, in accordance with local and national policies. Initiates and maintains liaisons with associated VA health care programs in order to effectively coordinate services. Monitors compliance of team members with VA performance measures and effectively shapes provider practice patterns to improve standing on performance measures. Provides clinical supervision, as appropriate, to assigned team members regarding adherence to VA WCHCS medico­legal stands and policies, documentation of CPRS procedures, and the clinical management of difficult, complex, and dangerous patients. Provides leadership in hiring of new staff members for the VRC Program, which may include constructing job announcement(s), preparing functional statements, and/or selecting final job candidates. Resolves conflicts among staff (both leadership and line staff) and adjudicates complaints and problems of employees in a timely and effective manner. Functions as the supervisor of record for management area team leaders and provides input on the performance evaluations for administrative staff within the section. Assumes responsibility for taking appropriate disciplinary actions for employees with performance problems in a timely and effective manner. Ensures that appropriate coverage is arranged for patient care responsibilities when staff members are on leave. Facilitates liaisons with other health care programs in order to effectively coordinate services. Attends and participates in administrative and informational meetings held by the Psychosocial Services Section Chief, Mental Health Chief, Chief of Staff, and/or Facility Director. Protects printed and electronic files containing sensitive data in accordance with provisions of Federal privacy acts and confidentiality statutes. Allocates resources within the Mental Health Service at Western Colorado, based on a data-driven decision-making process with consideration given to the overall needs of the organization and Service Line (e.g., productivity, clinic utilization, staffing needs, barriers to access, etc.). Oversees survey readiness for all programs in their respective section, in collaboration with Mental Health Leadership and the QM Manager. Oversee and collaborate with teams in section to ensure success on facility and Mental Health performance metrics. Coordinates closely with the assigned administrative partner to ensure section administrative support, human resource, strategic planning, space, and budget needs are met. Completes suspense actions related to the management area. Work Schedule: Monday-Friday 8 a.m.- 4:30 p.pm. Telework: Available Virtual: This is not a virtual position. Qualifications

Basic Requirements: United States Citizenship Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency Must be proficient in spoken & written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3.j. Education Hold a master's or doctoral degree in: Clinical Mental Health Counseling; Clinical Rehabilitation Counseling; Clinical Mental Health Counseling & Clinical Rehabilitation Counseling; OR Hold a master's or doctoral degree in related field, from a program accredited by the Council on Accreditation of Counseling & Related Educational Programs (CACREP). Examples of related mental health counseling fields include, but are not limited to Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, & Family Counseling. CACREP defines the date when graduates are considered to have graduated from a CACREP accredited program. Additional information may be obtained from http://www.cacrep.org/directory/. NOTE: Traditional Rehabilitation counseling programs that are accredited by CACREP do not meet the LPMHC qualification standards as Traditional Rehabilitation counseling differs from Clinical Rehabilitation counseling. Licensure Persons hired must hold a full, current, & unrestricted license to independently practice as a Licensed Professional Mental Health Counselor. Grade Determinations: GS-13 Experience In addition to the basic requirements, candidates must have at least one year of progressively complex experience equivalent to the GS-12 grade level. The experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. AND Demonstrated Knowledge, Skills, & Abilities In addition to meeting the KSAs for the GS-12 grade level, the candidate must demonstrate the KSAs below: Ability to make judgments and decisions associated with program management. Ability to monitor program outcomes using data driven quality assurance process. Ability to develop productivity standards appropriate to each service provided. Ability to manage a wide range of programs which include the operation and management of key clinical, training or administrative programs. Grade Determinations: Preferred Experience: Knowledge of treatment of substance use disorders, harm reduction philosophy and principles of recovery, and experience in managing a multidisciplinary team are preferred. Supervisory experience preferred. References: VA HANDBOOK 5005/106 PART II APPENDIX G43 The full performance level of this vacancy is GS-13. Physical Requirements: Must be in overall good health, able to sit at a desk working at a computer, engage in light to moderate physical activity including sitting, walking, bending, and carrying supplies. LPMHC must be able to perform primarily light and sedentary duties with occasionally moderate physical demands, exercise patience, and control emotions, with reasonable accommodation, if necessary, without endangering the health and safety of the LPMHC or others. Position requires walking throughout the clinic and/or Medical Center, standing for extended periods of time, and involves sitting at a computer and in counsel and consultation with Veterans and interdisciplinary teams. This position also requires close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; and repetitive motions of the wrists, hands, and/or fingers
