The primary purpose of this position is to serve as the agency Direct Reporting Unit (DRU) headquarters primary Model Based System Engineer. Recognized expert performing professional and scientific work requiring the design, development, testing, and adaptation of Digital Engineering focused on Model Based System Engineering tools (MBSE).

Duties
Applies Digital Engineering and Model Based System Engineering (MBSE) expertise to all AFOTEC test projects.
Responsible for overseeing development of all AFOTEC OT&E MBSE models.
Represents AFOTEC at meetings, conferences, briefings, and seminars related to test program planning/execution, advanced technologies, and support system concepts.
Accomplishes professional development and maintains technical proficiency through professional interaction with technical and professional societies, associations, academia, symposia, contractors, research and development organizations, and participation in formal training programs.

- Must have a bachelor’s degree in a related technical discipline such as mathematics, computer science, one of the physical sciences, or engineering. Advanced degree(s) are preferred.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, General Engineering Series 0801.
BASIC REQUIREMENT:
Education: Degree in Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

Combination of education and experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering (all-professional-engineering-positions-0800.pdf (opm.gov)).
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of systems integration methods, performance tuning methods, test and evaluation methods and procedures, IT security principles and methods, and project management principles and methods sufficient to plan and coordinate assessments of weapon systems on behalf of the agency. Expert knowledge of military weapons systems (e.g. command and control systems, missile targeting systems) operational plans, procedures, and employment at the strategic, operational, and tactical levels for conducting major operations such as war, military operations other than war, mobilization, and deployment to evaluate mission readiness of new or modified systems as it applies to assigned programs. Mastery of command, control, and communications, weapon systems operations/maintenance, positive control, and military operations to evaluate mission readiness of new or significantly modified weapon systems. In-depth knowledge of a wide range of qualitative and quantitative statistical methods and concepts gained through academic or practical methods. Knowledge of the various command entities within the AF and DoD sufficient to understand key relationships.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Expert knowledge and experience in Digital Engineering and Model Based Systems Engineering and possession of analytical abilities applicable to test and evaluation of weapon, aircraft, and self-protection systems.
Knowledge of quantitative techniques and methods used to develop, adapt, modify, test, and apply statistic-based models to resolve problems or define and clarify alternate solutions.
Skill to negotiate and/or defend findings and program support concepts.
Ability to lead study teams; originate new ideas, projects and methodologies; and execute test projects and/or studies within established financial and/or time constraints.
Ability to develop and utilize appropriate data collection techniques and design, build, test, and use models and simulation techniques.
Ability to communicate effectively both orally and in writing; negotiate complex issues; and to advise management using a high degree of tact and diplomacy.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
