The employee will serve as the Senior Human Resources Specialist (Student Program Coordinator) whose primary responsibilities include working as the liaison between OHRM and the hiring offices to recruit and hire for entry-level and specialized programs; and overseeing the day-to-day operations of the programs.

Duties

Position Overview The incumbent serves as the Pathways Program Officer, Selective Placement Coordinator, and manager of recruitment efforts for entry-level positions. The incumbent is responsible for ensuring compliance with federal regulations pertaining to the programs as well as internal policies and processes. The incumbent is also responsible for managing the probationary notice process and exit interview process for all FHFA employees. Major Duties & Responsibilities The Senior Human Resources Specialist (Student Program Coordinator) duties listed below are at the EL-13 grade level. Depending on the grade level selected, the incumbent will perform the following duties with varying levels of supervision and difficulty: Develop position descriptions for federal positions, including those at the entry level or for internships. Work with managers and senior leadership to understand the full scope of appointing authorities for student and entry-level employment programs and advised on their application. Develop qualifications and job announcements for internship or entry level positions. Develop recruitment efforts or strategies to reach entry-level candidates for positions. Work directly with managers on hiring or recruitment efforts to help explain status or next steps. Serve as a primary contact for applicants or candidates for positions at the organization, answering questions about process and next requirements. Present information to new employees to explain agency policies and procedures. Assist new employees in onboarding or acclimating to a new organization, including assisting with paperwork and systems and explaining policies or other requirements. Review prior HR or staffing policies and programs and offered potential ideas to improve those for the future. Participate in the implementation of new policies or systems, including troubleshooting implementation concerns and helping people understand the new processes. Identify and recommend improvements to HR or staffing programs or policies. Serve as a trusted advisor to management when addressing concerns with HR policies or programs. Develop training materials or other documentation to support new programs, policies, or systems in an HR environment. Identify and recommend innovative recruiting or advertising strategies for internship or other entry level employment programs. Implement new or innovative programs to retain and develop interns or entry level staff. Perform other duties as assigned.

Requirements

  • Status Candidates (Merit Promotion and VEOA Eligibles) and those eligible for other hiring authorities.
  • SF 50's are required with the exception of current FHFA employees. Please include one showing your tenure and competitive status. You will not be considered without this.
  • Males born after 12-31-59 must be registered for Selective Service
  • May be required to successfully complete a probationary period

Qualifications

You may qualify for your desired series and grade level if you meet the following qualification requirements: MINIMUM QUALIFICATIONS: Minimum Qualification EL-12: Applicants must have 52 weeks (one-year) of specialized experience equivalent to the next lower grade level as described below. Experience: I qualify for the EL/GS-12 because I have at least 52 weeks of specialized experience at the EL/GS-11 or equivalent demonstrating work experience with the statements described below. Examples of specialized experience include: Participating in recruitment or selection efforts for the Pathways programs or other internship programs. Conducting onboarding or other orientation efforts for new staff. Implementing recruitment programs for entry level positions. Reviewing changes in relevant laws, guidance, or regulations and updating staffing or student programs and policies as necessary. Minimum Qualification EL-13: Applicants must have 52 weeks (one-year) of specialized experience equivalent to the next lower grade level as described below. Experience: I qualify for the EL/GS-13 because I have at least 52 weeks of specialized experience at the EL/GS-12 or equivalent demonstrating work experience with the statements described below. Examples of specialized experience include: Managing recruitment or selection efforts for the Pathways programs or other internship programs. Developing and refining onboarding and other new employee programs. Developing and managing recruitment strategies for entry level or internship programs. Reviewing changes in relevant laws, guidance, or regulations and updating staffing or student programs and policies as necessary. Consulting with hiring managers to develop and refine strategies to recruit and retain entry level talent. Time-In-Grade: Current or former Federal government employees who have held an EL/GS position in the preceding 52 weeks, must meet the time-in-grade requirement. To be eligible for the EL-12 position, applicants must have served 52 weeks as an EL/GS-11 or higher in the Federal Service. To be eligible for the EL-13 position, applicants must have served 52 weeks as an EL/GS-12 or higher in the Federal Service. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
