Duties
Serves as key advisor to the State Director concerning rural issues within targeted regions and as principal liaison for the State to various local, regional, state, tribal and federal groups.
Supervises work force responsible for monitoring significant community and economic development matters which may impact rural places and targeted community networks through outreach and liaison activities.
As a subject matter expert, advises State Director, Program Directors, Area Directors, and RD stakeholders on the development of community and economic development policies, methodologies, technical standards, and guidance.
Award and administer grants, cooperative agreements, or other related instruments; designing, developing, implementing, and interpreting grants/assistance management policies and procedures.
Supervise community liaisons and guide potential applicants on financial work performed in connection with assistance from federal grants, loans, cooperative agreements, or advances to community networks.
Requirements
- You must be a US Citizen or US National.

- Subject to satisfactory adjudication of background investigation and/or fingerprint check.
- Successful completion of one year probationary period, unless previously served.
- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.
For GS-13 Grade Level: Applicants must possess one (1) year of specialized experience equivalent to at least the GS-12 grade level; or its non-Federal equivalent that demonstrates: Experience advising on rural and community economic development issues. Independently developed and implemented tools for abroad range of community and economic development issues. Determination of appropriate method for monitoring significant economic development matters which may impact rural places and development through research and liaison activities with federal, state, and local governments, non-profits, and other private sources. Experience developing and promoting innovative and collaborative strategies for delivering technical and financial assistance programs, and trains staff and partners on community economic development principles and practices.There is no education substitution for this grade level.
