Qualifications
NOTE: You must meet qualification requirements by the closing date of this announcement.
To qualify for the GS-14 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-13 level defined as experience with federal acquisition, grants and/or contracting; providing recommendations to senior management on policies and procedures related to resource management financial resources, grants, and/or contracting and providing direction and support on water permits, policy, and/or regulation.

Skill in qualitative and/or quantitative methods for the assessment and improvement of programeffectiveness
Ability to read, understand and apply federal acquisition laws, regulations, policies, and/or practices in respect to competitive and inter agency grants.

Skill in planning and organizing.
Knowledge of budget formulation and financial management practices.
Skill in oral communication.
Skill in written communication
