Duties
This position is located in the Financial Litigation Program (FLP) Section within the Civil Division of the United States Attorney's Office for the District of Minnesota. The purpose of this position is to serves as Supervisory Paralegal Specialist charged with overseeing and managing the FLP staff and projects for the enforcement and collection of criminal and civil debts both in pre-and post- judgment status. The Supervisory Paralegal Specialist oversees the FLP' s enforcement activity and daily operations including providing assistance to employees who are directly involved in processing and reviewing cases and has direct authority to supervise the implementation of payment plans within the district's guidelines.
If selected for this position, you will serve as the Supervisory Paralegal Specialist in the Financial Litigation Program Section of the Civil Division of the United States Attorney's Office - District of Minnesota. Typical work assignments will include:
Supervising and managing a staff of legal support professionals. Planning work to be accomplished, setting goals and priorities, and preparing schedules for completion of work;
Overseeing performance management, developing training plans, providing technical advice and assistance to resolve problems among staff;
Assists the FLP AUSA's to determine collection priorities and allocation of resources;
Performing trial support activities such as managing electronic courtroom presentations, overseeing various databases for tracking documents and electronic materials, and assisting trial attorneys in preparation for and at trial;
Researching, analyzing, and interpreting applicable Federal Rules of Civil Procedure, civil law statutes, legislative intent, agency rules and regulations, Local Court Rules, and case law;
Ensuring all new cases are properly served according to Federal Rules; and
Performing a variety of other complex paralegal support assignments in all areas relating to Financial Litigation.
Responsibilities will increase and assignments will become more complex as your training and experience progress.
Requirements
- You must be a U.S. Citizen or National.
- Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation.
- You must be registered for Selective Service, if applicable.
- If selected, you may be required to complete a one year probationary period.
- If selected, you will be subject to the satisfactory completion of a one year supervisory or managerial probationary period unless this requirement has been met previously.
- Time-in-Grade: Federal employees must meet time-in-grade requirements within 30 days after the closing date of this announcement.
- You must meet all qualification requirements within 30 days after the closing date of this announcement and before placement in the position.
Qualifications
To be eligible at the GS-13 level, you must have at least one full year of specialized experience as defined below:
Specialized Experience: One full year specialized experience equivalent to the GS-12 level in federal service. To be qualified, Specialized Experience is defined as: experience performing paralegal or legal work which demonstrates a basic knowledge of legal research and the ability to interpret legal decisions; serves as a district expert for complex financial litigation cases; identifies and facilitates the resolution of interagency issues that adversely affect program operations; participates in the development and maintenance of financial litigation manuals, files and documents; ensures data integrity and accountability for the district's financial litigation cases in computerized case tracking systems; and makes decisional recommendations for debt compromise.
