The primary purpose of this position is to exercise second level supervisory and managerial authorities over the Headquarters Readiness & Integration (HQ RIO) Orders Writers Cell (OWC).
Duties
Plans, organizes, and oversees the activities of the HQ RIO Orders Writers Cell.
Exercises supervisory personnel management responsibilities.
Represents HQ RIO with a variety of installation and functional area organizations.
Keeps up to date on changes/new developments on H HQ guidelines, procedures, policies and system and develops processes to meet the intent of HHQ guidance.

- This is a Financial Management Level 2 certified position IA W the National Defense Authorization Act ( DAA) 2012, Public Law 112-81, subtitle F-Financial Management, Section
- 1599d. Incumbent shall comply with the requirements of this certification program.
- This is a Supervisory position. A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide variety of finance, personnel, and travel practices, policies and procedures found AFI 36-2254, Volumes 1 & 3; DoD Financial Management Regulations (FMR), Volume 7A; and Joint Travel Regulations (JTR) and precedents; the systems and related documents used in the order writing process. Knowledge of all aspects of military personnel as it relates to Individual Reservist (IR) Management. Knowledge of Air Reserve Orders Writing System - Reserve (AROWS-R) and AROWS-R system roles.

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. NOTE: You must submit a copy of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide variety of finance, personnel, and travel practices, policies and procedures found in AFI 36- 2254, Volumes I & 3; DOD Financial Management Regulations (FMR), Volume 7 A; and Joint Travel Regulations (JTR) and precedents; and the systems and related documents used in the order writing process.
2. Knowledge of safety and security regulations, practices, and procedures.
3. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through remotely located subordinate supervisors.
4. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
5. Ability to communicate effectively with tact and professional courtesy, both orally and in writing.
6. Knowledge of Air Reserve Orders Writing System - Reserve (AROWS-R) and AROWS-R system roles lo include: Order Specialist, Military Pay Specialist, Resource Advisor, Hard Hold Approving Authority and Certifier. Knowledge of all aspects of military personnel as it relates to Individual Reservist (IR) Management, Individual Mobilization Augmentee (IMA) Program Management, Permanent Change of Station, Temporary Duty, Active Duty Sanctuary, Reserve Sanctuary, Reserve Personnel Participation, Manpower MPA Man-Day Management System (M4S), Reserve Assignments. Financial Management, Military Entitlements, Military Training and Executive Support. Knowledge of the budget and financial planning process, including developing, maintaining, and executing a budget. Ability to gather, analyze and present facts and possess the ability to plan and organize work and meet deadlines. Knowledge of standard Air Force information management programs and policies and ability 10 follow Air Force protocol and executive support standards and practices.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
