You will serve as a PROGRAM MANAGER in the MSN INTEGR & SPECIAL PROG OFC of NAVAL AIR SYSTEMS COMMAND.
Your salary will be set in accordance with the established control points of this position which is $139,395 - $181,860.
Duties
You will be responsible for leading and coordinating the budgeting, development, procurement, integration and sustainment planning for the BMA FOS and follow on programs.
You will serve/support the Contracting Officers Representative on multiple and concurrent contract types. Manage the existing Multi-year production firm fixed price contract and an existing Basic Ordering Agreement (BOA) time and materials contract.
You will direct the preparation of contract documents, specifications, contract data requirements, and criteria used to define the scope of new contract awards required to support BMA FOS requirements.
You will serve as NAVAIR’s Subject Matter Expert (SME) for bleeding edge network and hardware implementation in support of the Navy’s expanding C2 battle management IT infrastructures.
You will represent the PMA during programmatic and/or technical reviews with external stakeholders to review, track, monitor, coordinate and align funding priorities.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This position is a designated Critical Acquisition Position (CAP). You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing leadership by supporting the Program mission and contributing to the establishment of Program priorities, maintaining the culture and environment of the IPT, ensuring the well-being and professional welfare of the IPT workforce, and mentoring IPT personnel; 2) Representing the PMA during programmatic and/or technical reviews with external stakeholders to review, track, monitor, coordinate and align funding priorities; 3) Managing program resources including, budget planning and execution of RDT&E, APN and OM&N funding lines across multiple contracts; 4) Directing the preparation of contract documents, specifications, contract data requirements, and criteria used to define the scope of new contract awards required to support BMA FOS requirements.
