About the Position: This position falls under the Defense Health Agency (DHA) Naval Medical Center Portsmouth in Portsmouth, Virginia.

Duties

Performs safety surveys of the hospital and support facilities Surveys determine the status of compliance by personnel with safety rules and regulations and evaluate the facilities for physical hazards and compliance with safety standards. Prepares written reports of inspections detailing problems observed, standards violated and recommended corrective action. Uses a variety of instruments and sampling equipment to implement the workplace monitoring plan developed by the Safety Manager and Industrial Hygienist. Conducts follow-up inspections to determine if unsafe conditions have been corrected and to determine if recommendations approved by the Safety Manager have been implemented. Advises department heads, supervisors, employees, and patient care personnel on a wide variety of safety matters to eliminate hazards to staff and patients. Conducts safety training for supervisors and employees. Participates, as a member or advisor, in a variety of Safety and risk management committees. Reviews building plans and specifications for construction/repair projects for conformance to applicable safety, health, and fire protection standards and to ensure that construction methods do not endanger personnel or facilities. Enters safety data in the Defense Health Agency Safety Automated System (DHA SAS) to document inspections and investigated mishaps.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • A Personnel Security Investigation is required.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
  • Moderate lifting up to 10 pounds is required.
  • This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.
  • This position may have a Temporary Duty (TDY) or business travel requirement of 10% of the time.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or master's or equivalent graduate degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS-11 Specialized Experience: One year of specialized experience which includes: Medical Health safety; developing and recommending new safety programs; applying safety and occupational health laws, regulations, or procedures to the Medical treatment facility; surveying workplaces to determine possible hazards; identifying improvements/corrections to processes and ensuring follow-up recommendations are completed; directs accident investigations and maintains reports; training/educating staff on safe practices. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or Ph.D or equivalent doctoral degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. (You must attach a copy of your transcripts). OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12.
