Vacancies will be filled in the following specialty areas:
Office of Program and Business Solutions(PBS) HCM/ HRC
The following are the duties of this position at the full working level.
Directives - analyze proposed and existing Division, Branch, or Office procedures and directives for conformance to existing policy and procedures, for clarity, to avoid duplication or conflict with other issuances, and to recommend appropriate corrective action.
Files and records - develop, install and maintain systems for control of the location, arrangement, access to, and use of files (electronics and paper); for maintenance, transfer, and disposition of records; for development of reference indices; and for provision of similar or related services.
Reports - improve and simplify reporting requirements by analyzing data, requirements, methods, and assure that the reporting requirements are met.
Correspondence - develop and maintain correspondence management processes, develop specific (or form) paragraphs or letters, develop correspondence style, format guides and manuals, and suspense controls.
Personnel administration - perform basic work for the work unit in one or more personnel specialties such as staffing, classification, employee relations, or labor relations. The incumbent directs the daily operations of the work independently adjusting assignments to meet peak workload periods, or temporarily deferring some operations in order to concentrate on more urgent needs.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE FOR GS-08:You must have one year (12 months) of specialized experience equivalent to the next lower grade level (GS-07) in the Federal government. Specialized experience is experience that is directly related to the work of this position and has provided you with the competencies required for successful job performance. Examples of qualifying experience include identifying problems and probable causes, and providing recommendations for resolution; researching and gathering a variety of statistics and information and reports findings for the full scope of the program; experience revising procedures and guidelines; preparing memoranda, preliminary reports, and charts showing findings and recommendations using database or spreadsheet software to prepare a variety of documents and to enter, revise, manipulate, sort, calculate, store and retrieve data.Candidates must meet the typing proficiency and office automation skills, as well as the experience and/or education required for this position.
Applicants must be a qualified typist with a minimum typing speed of 40 words per minute (based on a 5-minute sample with three or fewer errors). Applicants may meet these requirements by passing the appropriate performance test, presenting a certificate of proficiency from a school or other organization authorized to issue such certificates by the Office of Personnel Management local office, or by self-certifying their proficiency. Performance test results and certificates of proficiency are acceptable for three years. We may verify proficiency skills of self-certified applicants by administering the appropriate performance test.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".
