Duties

Serves as an ATSS (SSC Coordinator), responsible for performing a variety of functions directly related to the operation of the NAS. Performs work of broad scope and complexity with a high degree of independence. Incumbent provides the highest organizational level of technical support associated with analyzing, designing, developing, installing, repairing, fabricating, maintaining, modifying, or evaluating the most complex systems for which the FAA is responsible.

Requirements

  • Must possess a valid driver's license.
  • Interviews will be conducted IAW Agency Policy and/or applicable Collective Bargaining Unit Agreement.

Qualifications

To qualify for this position, you must demonstrate in your application that you possess an extensive knowledge of and experience in technology system interrelationships, and management of civilian or military automated aviation, navigation and electronic systems. Generally experience at the next lower level, Pay Band H/level III or FG/GS-12 or equivalent, meets the minimum qualifications for this position as long as the experience supports the Demonstrated Abilities and other factors identified below.Qualifications must be met by the closing date of this vacancy announcement.

Education

Duties and Responsibilities continued:

Provides training, mentoring, guidance and advice to other employees, technicians, and trainees regarding difficult technical or operational issues. Can be called upon to assist with repair and/or restore service or systems, providing guidance on the availability of backup systems, and to upward report the status of critical events. Established policies and procedures furnish guidance for most assignments, but considerable discretion is allowed to select the most appropriate approach or to develop new solutions. Focuses on overall NAS systems performance and causes of system degradation. Collaborates with system users, planners, engineers, and contractor personnel for acceptance of new or modified systems and provide assistance for resolving problems with the installation or improvements.

Position may be the second level support for the NAS systems, District, or Service Area providing broad program expertise. Contacts are both internal and external to the FAA. Represents the organization as the primary technical point of contact on projects, programs, and other work activities to coordinate and implement plans or to obtain information and resolve problems. Contacts are to provide technical guidance and direction for multiple systems, advice for interpretations of orders, certification examiner, or serves as the Contractor's Office Technical Representative (COTR) and/or Technical Office Representative (TOR) on major projects or programs. Meets and consults with representatives of external organizations such as DoD, airport management, contractors, utility companies, and foreign governments to resolve problems of mutual concern and to elicit cooperation and action favorable to FAA needs.

Develops White Papers for the recommendation of enhancing efficiency of the systems by modification and application of existing or emerging technology.

Applies technical expertise and uses maintenance and trend data to maintain and improve overall NAS systems performance and identify causes of system degradation.

Maintains situational awareness of the SSC's preventative maintenance program and assignments, acts to remove barriers to timely completion, and ensures SSC manager is aware of resource s needed to accomplish the SSC's assigned workload.

Position requires emphasis on customer service and organizational skills, and a clear understanding of FAA orders and how the orders apply to their position. Utilizes software such as Excel, Power Point, and Word.

Receives general program assignments from a supervisor or higher level manager. Assignments are stated in terms of priorities, overall objectives, and boundaries. Completed assignments are considered technically authoritative and are reviewed only for general compliance with organizational objectives. Identifies resources needed to perform assignments. Organizes and assigns resources needed to accomplish large work activities within established schedules. Work is reviewed for compliance with established policies and sound technical and programmatic judgment.

Performs other duties as assigned.

Incumbent must possess a valid driver's license.
