This position is located in a Field Office of the National Labor Relations Board. The Field Offices represent the actual operating arm of the Agency, through which both the Board and the General Counsel reaches the public. The position is responsible for managing the compliance work for the Regional, Subregional and Resident Offices of the Agency, as well as, ensuring compliance with settlement agreements, Administrative Law Judges' Decisions, Board Orders and Court decrees issued.

Duties

As a Labor Management Relations Examiner, GS-0244-13/14, your typical work assignments may include: Enacting provisions of the settlement agreements, Administrative Law Judges' decisions, Board orders and Court decrees. Ensuring corrective actions and timing of key remedial factors; exercising judgment to arrive at reasoned recommendations in situations where the Board and Courts leave it to the compliance stage for proceedings to determine the scope and nature of remedial action; and making appropriate recommendation in circumstances where respondent may be relieved of their obligations to comply with Board orders. Providing interpretation for different program processes and methods, conducts analysis of the case history to formulate the precise action(s) for respondent(s) following the issuance of order/settlement agreement. Overseeing negotiations to secure compliance with the Board order, court decree or settlement agreement, as well as, using seasoned judgment, encouraging the use of mediation or settlement discussions in both informal and formal case processing as a means of assuring that every reasonable effort is made to reach a resolution. Utilizing an electronic case management system; databases to assist in the analysis of backpay records; and spreadsheet software to calculate backpay and interest.

  • AREAS OF CONSIDERATION: First Area - All GS-12 Field Examiners in the Region who have served at least 12 months in that grade; all GS-13 Field Examiners in the Region; all write-in applicants who meet the applicable qualifications; and for all,

  • Second Area - All GS-12 Field Examiners in the Agency who have served at least 12 months in that grade and all GS-13 Field Examiners who respond to a nationwide posting.
  • First Area – All GS-13 Field Examiners in the Region who have 1 year of specialized compliance experience and all write-in applicants who meet the applicable qualifications, and who have, prior to the posting date, applied for consideration.
  • Second Area – All GS-13 Field Examiners who have 1 year of specialized compliance experience who respond to a nationwide posting.
  • A one-year probationary period may be required unless otherwise completed.
  • This position is part of the Bargaining Unit.
  • This position is in the Competitive Service.
  • Salary range listed is base. Locality salary to be determined after selection.

IDEAL CANDIDATE STATEMENT The ideal candidate for the Labor Management Relations Examiner (Compliance Officer) position would have experience analyzing documents for computing backpay, making recommendations to management regarding the methodology for computing backpay and other compliance assumptions, presenting backpay requirements including backpay to the parties, and monitoring compliance cases through case closure. MINIMUM QUALIFICATIONS: To qualify at the GS-13 level To qualify for this position, applicants must have one year of specialized experience equivalent to the GS-12 grade level that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of a Labor Management Relations Examiner (Compliance Officer) at the GS-13 grade level. Specialized experience includes: Experience interpreting federal and state laws, regulations, and decisions governing collective bargaining, wages, hours, and working conditions, and with the National Labor Relations Act; and Experience providing guidance related to collective bargaining principles, practices, and techniques; and Experience conducting analytical research and making recommendations regarding issues in the field of labor management relations. TIME-IN-GRADE REQUIREMENTS All current and former Federal employees must meet time-in-grade requirements to be considered eligible. One year of experience at the GS-12 for the GS-13, or one year of experience at the GS-13 for the GS-14, or equivalent grade level of the federal service, is required to qualify for this position.
