Duties
If selected for this position, you will provide a variety of administrative support services to the Untied States Attorney's Office. You will receive formal and/or on-the-job training as needed. Typical work assignment will include:
Assisting with the developmental and/or recurring assignments in support of the Procurement and Acquisition Management Programs.
Ensuring that office operations are conducted effectively and efficiently.
Coordinates a variety of facility maintenance and/or repair activities.
Analyzes routine support services processes and procedures.
Identifies issues within support services in need of improvement or revision.
Serves as liaison with vendors and contractors.
Assists in processing and controlling expert witness fees and expenses and litigative consultants.
Maintain purchasing and contracting records.
Maintaining property inventory.
Inputting purchase information into a centralized system..
Analyzing and evaluating office systems to ensure efficiency of support service functions.
Serving as the Contracting Officer and managing the procurement programs for the district.
Reviewing requisitions and determining appropriate method of procurement.
Ensuring that all obligations, expenditures, unobligated orders and balances are properly maintained, supported and documented.
Responsibilities will increase and assignments will become more complex as your training and experience progress.
Requirements
- You must be a U.S. Citizen or National.
- Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation.
- You must be registered for Selective Service, if applicable.
- If selected, you may be required to complete a one year probationary period.
- Time-in-Grade: Federal employees must meet time-in-grade requirements within 30 days after the closing date of this announcement.
- You must meet all qualification requirements within 30 days after the closing date of this announcement and before placement in the position.
Qualifications
**Must be able to obtain and retain at least a level 1 (one) Federal Acquisitions Certification in Contracting (FAC-C) as a federal contracting professional, FAC-C has specific training requirements with some courses online as well as classroom courses. To maintain a FAC-C, you will be required to meet the continuous training requirement.
To meet FAC-C requirements:
a 4-year course of study leading to a bachelor's degree with a major in any field.
-OR-
at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organizations and management.
GS-9: To be eligible at the GS-9 level, you must meet at least ONE of the following conditions, as defined below: Specialized Experience, Education, OR a Combination of Education and Experience.
Specialized Experience: One full year of specialized experience equivalent to the GS-7 level in federal service.
Specialized experience is defined as experience assisting in the acquisition and contract management program, providing administrative support services such as contracting, space management, purchasing supplies and equipment, records maintenance. Specialized experience may include the following: reviews standard requisitions to determine contract type and requirements, prepares documentation needed to support standard contract actions, reviews and approves invoices, obligates and monitors contract funds, prepares purchase card requests, maintain procurement files, reconciles purchase card, conducts routine supply and equipment inventories, and performs routine office support services.
Education: One of the following types of education in a related field (Business, Accounting, Finance, Contract, Purchasing, etc.): a Master's or equivalent graduate degree (such as an LL.B. or J.D.); OR 2 full years of progressively higher level graduate education leading to such a degree. Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position.
Combining Education and Experience: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements in order to qualify based on a combination. A combination of specialized experience as described in A and graduate education as described in B which when combined equal 100% of the requirements. Graduate education must be in excess of one full year to qualify based on a combination.
GS-11 - To be eligible at the GS-11 level, you must meet at least ONE of the following conditions, as defined below: Specialized Experience, Education, OR a Combination of Education and Experience.
Specialized Experience: One full year of specialized experience equivalent to the GS-9 level in federal service.
Specialized experience is defined as experience assisting in the acquisition and contract management program, providing administrative support services in areas such as making purchases, monitoring contracts; maintaining property inventory, managing supply levels, and inputting purchase information into a centralized system analyzing and evaluating office systems to ensure efficiency of support service functions in areas such as space management, making recommendations on procedural changes and making recommendation to improve productivity and effectiveness, reviewing requisitions and determining appropriate method of procurement, ensuring all obligations, expenditures, unobligated orders and balances are properly maintained, supported and documented.
Education: One of the following types of education in a related field ( Accounting, Business, Finance, Contract, Purchasing, etc.): a PH.D or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M. Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge skills and abilities necessary to perform the duties of the position.
Combining Education and Experience: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements in order to qualify based on a combination. A combination of specialized experience as described in A and education as described in B when combined equal 100% of the requirements. Graduate Education must be in excess of two full years to qualify based on a combination. .
Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.
