You will serve as a IT PROJECT MANAGER (PLCYPLN) with Naval Information Warfare Systems Command.

Duties

You will communicate and collaborate with senior level military members, Program Offices, Commanders, and Fleet Representatives. You will manage the planning, funding, scheduling, integration, and installation planning of software systems. You will be responsible for the planning, development, coordination, direction, integration and continuous evaluation of logistics functions. You will be responsible for the cost, schedule, performance and quality management of all assigned logistic, integration, and installment tasks. You will provide and submit cost estimates, spend plans and reports, briefings, and other integration products and deliverables. You will develop and track logistics performance metrics, measurements, and cost data. You will lead assigned Installation Team members in the performance of their duties and ensure safety and security procedures are complied with. You will provide logistics integration support integration and application guidance to leadership, engineering, fleet support and fleet activity personnel.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area Project Manager level 1 within 12 months of appointment.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

I have one year of experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of experience demonstrating this competency include: Leading and direct assigned Installation Team members in the performance of their duties and ensure required safety and security procedures are complied with by Installation Teams. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of experience demonstrating this competency include: Ability to effectively liaison and communicate in both oral and written form with engineering, financial and management personnel both internal and external to NIWC Atlantic up to and including the military 0-6 or equivalent level. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of experience demonstrating this competency include: Providing logistics integration and application SME guidance to leadership, engineering, fleet support and fleet activity personnel. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of experience demonstrating this competency include: Ability to accurately identify, assess and resolve technical challenges and obstacles and/or adjust schedules as required. In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector: managing hardware, software systems AND associated applications; managing, planning, integrating AND/OR installation planning of logistics, integration, AND/OR installation tasks.
