The Federal Student Aid (FSA) is a Principal Office of the United States Department of Education responsible for awarding billions of dollars in federal student aid funds.

Qualifications

Selective Placement FactorYou must meet the following selective placement factor:1. Experience running queries and running reports in the National Student Loan Data System (NSLDS©) and/or Enterprise Data Warehouse and Analytics (EDWA).  AND 2.  Experience with the Borrower Defense to Repayment (BD) program. Applicants who fail to meet the selective factor are ineligible for further consideration. Applicants who fail to meet both selective factors are ineligible for further consideration.Minimum Qualification Requirements You may meet the minimum qualifications for the GS-12, if you possess the specialized experience.  Specialized Experience for the GS-12One year of experience in either federal or non-federal service that is equivalent to at least a GS-11 performing two (2) out of three (3) of the following duties or work assignments:1.  Experience running queries on Title IV data from systems and responding to Title IV data requests.2.  Experience working on the analysis and evaluation of the effectiveness of a Title IV program or project.  3.  Experience working with program offices to make recommendations for process improvement.Knowledge, Skills, and Abilities (KSAs)The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).1.  Skill in applying qualitative and quantitative evaluative techniques for analyzing and measuring effectiveness, efficiency, and productivity of assigned programs and/or functions.2.  Knowledge of data systems and repositories, ability to use the tools and languages needed to extract, analyze, and report Title IV data, and knowledge of major issues, program goals and objectives.3.  Ability to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations.4.  Ability to communicate effectively and efficiently verbally and in writing when interacting with senior-level management officials, colleagues, and subordinate staff members to discuss and make recommendations regarding programs, products, services, procedures, or operations. You may meet the minimum qualifications for the GS-13, if you possess the specialized experience.  Specialized Experience for the GS-13One year of experience in either federal or non-federal service that is equivalent to at least a GS-12 performing two (2) out of three (3) of the following duties or work assignments:1.  Experience identifying problems and challenges facing programs and projects, identifying relevant Title IV data and the relevant sources, running queries/obtaining the relevant data from systems, combining relevant data, and developing reports and presentations.2.  Experience conducting Title IV program or project analysis/studies, interpreting findings, drawing tentative conclusions based on relevant facts, and drafting possible courses of action.3.  Experience responding to formal contacts from program offices, working with them to make recommendations for process improvement in the effectiveness and efficiency of work operations, providing guidance and direction and proposing solutions to management.Knowledge, Skills, and Abilities (KSAs)The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs).
