This vacancy is for an Interior Designer in the Office of Facilities and Environmental Quality within the Department of Commerce. In this position you will perform interior design services for tenants in the Herbert C. Hoover Building (HCHB).

Duties

As an Interior Designer, you will perform the following duties: Establish requirements, draft floor plans, determine cost estimates, project schedules, and acquisition of furnishings. Prepare visual aids, including architectural drawings, sketches, renderings, color boards, and physical models for the presentation of projects. Conduct on-site space utilization surveys and implement actions to ensure the full and efficient use of the Department of Commerce assigned space in the Herbert C. Hoover Building (HCHB) and per the space database. Prepare procurement packages and act as the contracting officer's representative for all furniture procurements within the facility. Maintaining computer-aided facilities management software database and generating reports. Responsible for all aspects of the space and inventory database including data collection and management. Manage renovation and furniture requests and provide technical advice to customers. Serve as the project manager for interior office refurbishments and reconfigurations. Responds to requests, complaints, etc. regarding interior design and furniture moves. Present information to customers and work directly with the supervisor to discuss services and processes with upper management. Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. This handbook is available on the Office of Personnel Management's website located at: opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards This position is being filled under the DOC Alternative Personnel System (CAPS). The system replaced the Federal GS pay plan structure. Under CAPS, positions are classified by career, pay plan, and pay band. Non-supervisory positions cap out at interval 3 of the band. The ZA-3 is equivalent to the GS-11/12 grade levels, and you must meet one of the following to qualify: SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. You must possess one year (52 weeks) of specialized experience equivalent to the ZA-02 or GS-09 level (or equivalent) in the Federal service obtained in the public or private sectors. Examples of specialized experience includes: Performing work relative to the design of interior spaces to promote employee productivity by enhancing the health, safety and welfare of the public. Identifying and documenting client needs by analyzing and proposing options and working with the client to develop specific solutions that includes developing design documents, or contract working drawings and specifications OR SUBSTITUTION OF EDUCATION: A Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related to a Major study in interior design or other field that included or was supplemented by at least 30 semester hours in interior design, interior architecture, or interior environmental design, OR passage of the National Council for Interior Design Qualification (NCIDQ) examination. OR COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of creditable specialized experience and graduate education (beyond the second year) as described above to meet the total requirements for the position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
