This position is located in the Office of Real and Personal Property (ORPP), Business Operations Center (BOC), Office of the Assistant Secretary for Administration and Management (OASAM). The function of this position is to creatively solve problems pertaining to the function and quality of the interior environment of DOL's Frances Perkins building and other leased properties in the Washington metropolitan area.
This position is inside the bargaining unit.
Duties
For GS-1008-13:
Serves subject matter expert by performing services relative to interior space design, renovation, and construction to support DOL.
Advises DOL agency officials and colleagues on space design matters, assisting with maximizing the utilization of space at minimum cost.
Analyzes, evaluates, and makes recommendations on programming, space planning, equipment, materials, furnishing, contracting, facility operations, aesthetics, privacy requirements, and environmental components.
Investigates, identifies, plans, coordinates, and documents client needs.
Analyzes needs and proposes options or specific solutions to design dilemmas, using specialized knowledge of interior construction, building systems, and components, building codes, and industrial standards.
Provides guidance to contractors by coordinating with multi-discipline engineers and others engaged in the development of design and construction documents, for major renovations of space assigned to the department.
Complies with laws, regulations, and standards that prescribe ethical conduct and acquisitions, and prevents fraud, waste, and abuse.
Manages all phases of interior renovation and construction projects from start to finish.
Negotiates and resolves problems raised by contractors and client agencies that affect projects.
Manages multi-disciplined furniture reconfigurations, staff movements, installations, and deliveries.
Coordinates engineering, mechanical, electrical, HVAC, and environmental activities related to space projects and serves as a primary contact and liaison for project teams, customer agencies, and contractors.
Formulates cost estimates for all space alteration work performed and identifies construction material needs, determines measurements and qualities, and matches work requirements with appropriate project costs.
Coordinates project schedule, monitors and inspects renovation slash alteration projects, and is responsible for final approval of work performed.
Serves as a Contracting Officer's Representative.
Monitors the day-to-day administration of contracts and documents all actions taken and decisions made as COR.
Maintains a complete file for each contract and develops and submits timely procurement requests to the CO.
Evaluates proposals for and participates in negotiations of changes, modifications, and claims.
Executes receipt and acceptance documents and reviews and approves invoices, per the terms of the contract.
Ensures that the government is receiving the end product for the service that it is paying and that payment is approved only for appropriate costs and prices identified in the contract.
Creatively solves problems pertaining to the function and quality of the interior environment of DOL's Frances Perkins building and other leased properties in the Washington metropolitan area.
Provides high-level interior design assistance and briefings to senior and executive-level managers, including agency heads, in pre-decisional design concept meetings, performs or manages design projects performed in-house or by contract, and conducts site visits during construction and pre- and post-occupancy evaluations.
Designs and prepares complex renovation/alteration drawings with detailed specifications for work to be performed.
Prepares concept design options utilizing CAD (Computer-Aided Design) software such as AutoCAD and REVIT, for discussion with client agencies.
Works directly with senior and executive managers and explores options for space renovation and new space.
Updates floor plans and records utilizing various software including AutoCAD, REVIT, Microsoft Suite, charts, graphs, etc., to maintain a constant appraisal of all space occupied by the department.

Qualifications
You must meet the Basic Requirements listed in the "Education Requirements" section and the "Specialized Experience" to qualify for Interior Design Specialist, as described below.
For GS-13: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-12 in the Federal Service.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Individual Occupational Requirement (IOR): The 1008 series requires specific education or experience to be met in order to be appointed into a position of this series. You must meet one of the pre-determined Education or Experience Individual Occupational Requirements listed below as set by Office of Personnel Management (OPM).
Education: Undergraduate and Graduate Education: Major study -- interior design or other field that included or was supplemented by at least 30 semester hours in interior design, interior architecture, or interior environmental design; or passage of the National Council for Interior Design Qualification (NCIDQ) examination. NOTE: Transcripts required

Specialized Experience: Experience that required the performance of work concerned with the design and alteration of interior spaces to meet functional and aesthetic needs. Examples of qualifying specialized experience include:
Identifying, researching, and creatively solving problems pertaining to the function and quality of the interior environment.
Performing services relative to interior spaces, including programming, design analysis, space planning and aesthetics, using specialized knowledge of interior construction, building systems and components, building codes, equipment, materials, and furnishings.
Preparing drawings and documents relative to the design of interior spaces in order to enhance and protect the health, safety, and welfare of the public.
Coordinating and integrating the mechanical, electrical, and structural engineering disciplines within the interior context.
Managing projects, developing cost estimates, evaluating bid proposals, reviewing construction documents, participating in on-site construction visits, conducting pre- and post-occupancy evaluations, developing standards for efficient space management, etc. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
