The Defense Counterintelligence and Security Agency (DCSA) Personnel Security Mission delivers efficient and effective background investigations, continuous vetting, and adjudications to safeguard the integrity and trustworthiness of the federal and contractor workforce. PS also has personnel security oversight for cleared industry personnel under the National Industrial Security Program. This position resides within Adjudication and Vetting Services (AVS) High Risk Handling Division.

Duties

As a SUPERVISORY SECURITY SPECIALIST you will be responsible for the following duties: Incumbent serves as a Supervisory Risk Management Specialist (Branch Chief) within DCSA Adjudication and Vetting Services. Position requires the incumbent to access classified systems (SIPRNET and JWICS) on a regular basis, and as such, the incumbent will be required to work in office the vast majority of the pay period. Incumbent leads and manages multi-disciplinary subject matter experts who analyze potential risk indicators, make risk assessments supporting personnel security decisions, and recommend personnel risk mitigation strategies on high risk cases. Incumbent champions efforts to identify, analyze, and deliver operational risk mitigation in the federal personnel vetting, continuous vetting, and personnel security clearance processes, ensuring a trusted federal workforce. Incumbent serves as a lead technical expert in risk identification, analysis and operational mitigation within federal personnel vetting, bridging complex, multi-disciplinary fields (e.g. personnel security, insider threat, intelligence, force protection). Incumbent collaborates with other DCSA missions, federal personnel security and insider threat officials, military services, law enforcement, and the U.S. Intelligence Community. Incumbent facilitates the dissemination of relevant high risk/threat information between key stakeholders and proactively drive mitigation of risks identified during the federal personnel vetting process.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GG/GS 13 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Searching personnel security, intelligence, counterintelligence, law enforcement, and/or insider threat databases and message traffic handling systems on secure automation systems to analyze and assess allegiance, foreign influence, foreign preference, criminal, and insider threat personnel security-related risks for federal applicants and security clearance holders. Applying knowledge of personnel vetting, counterintelligence, insider threat, personnel security, law enforcement, and intelligence fields in the development of new personnel vetting analytical methods, approaches, and procedures. Using human risk-related investigations and operations (e.g. background investigations, counterintelligence, human intelligence, insider threat, law enforcement, and/or criminal investigations), reports of insider threat concerns, law enforcement reports, security incidents and security vulnerability assessments to identify and evaluate threat indicators that may affect an individual's ability to receive or maintain eligibility for a position of trust. Supporting personnel security, intelligence, counterintelligence, insider threat, and/or law enforcement communities, including expert level understanding of their capabilities and jurisdictions.
