Duties

Summary: The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to SAF/AAC. This position serves as the Plans and Policy Division Chief and oversees personnel assigned to this division. It aids the Director in developing program strategy, goals, plans, policies, and procedures relating to the training and readiness of the HAF Continuity of Operations (COOP) program, including significant functions and activities. Duties: Plans, organizes, and directs the activities of non-supervisory subordinates within the HAF COOP, ensuring that the Plans and Policy Division complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Represents the HAF COOP with a variety of installation and functional area organizations. Serves as the HAF Continuity Program Manager when directed. Directs and/or leads broad studies involving support to Office of the Secretary of Defense (OSD) and Chairman of the Joint Chiefs of Staff (CJCS) programs and policies that affect both Department of the Air Force (DAF) and the HAF continuity missions.

  • The work may require the employee to drive a motor vehicle within 100 miles. Must be able to obtain and maintain an appropriate valid driver's license.

  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays
  • The work may involves overseeing and administering security programs at various facilities, including management of Special Access Security programs (SAP) in accordance with established policies and procedures.
  • "This is a Supervisory Position." A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement.

Qualifications

Conditions of Employment (cont.): This position has been designated as "Key". The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. To accept/remain in this position employee must be removed from the Ready Reserve and can NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,") This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. (IAW DoDI 30120.41, "Defense Continuity Programs".) This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. The work may involve sitting for long periods of time, some walking, standing, walking up and down stairs, including multiple flights of stairs at locations where there is no elevator, bending and carrying of light items such as files, computer reports, office supplies, and small office and communications equipment. Work is performed in a controlled access; classified processing office environment were safety and extensive security procedures are required and enforced. The work area is adequately lighted, heated, and ventilated. The work environment involves everyday risks or discomforts that require normal safety precautions. Employee may occasionally be exposed to uncomfortable conditions in such places as research and production facilities. Required to deploy by POV, government air or government ground transportation for training and exercises. When deployed to continuity facility for exercises or real-world events, the continuity facilities are austere, in close quarters with little privacy, and has multiple stories without elevators. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administration and Management Positions, Management and Program Analysis Series 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge in COOP strategic planning, organization, and ability to negotiate effectively with Honorables, General Officers, peers, and mission planners to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures; knowledge on a wide range of COOP qualitative and/or quantitative methodologies, designing and conducting comprehensive COOP studies and preparing solutions to resolve substantive problems and issues of effectiveness and efficiency of work operations; HAF/COOP mission, roles, functions, organizational structures, and operation of DOD, Joint, Secretariat, Space Force, and Agency organizations to provide command level staff guidance and/or conduct studies to determine manning and skill levels to staff organizations at subordinate installations; knowledge on methods to conduct the assessment and improvement of HAF level plans and programs in support of substantive operational programs in emergency management and readiness preparedness; and skill and ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization; analyze, plan, and adjust work operations of subordinate organizational segments to meet HAF COOP program requirements and objectives within available resources. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge in COOP strategic planning, organization, and ability to negotiate effectively with Honorables, General Officers, peers, and mission planners to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. Skill and ability to communicate effectively, both orally and in writing; proficient in the use of secure communications, video teleconferencing, and information technology applications for writing, developing presentations, readiness tracking statistics, budget development, and strategic project planning tools. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
