This position is located in the Department of Health and Human Services (DHHS), Administration for Strategic Preparedness and Response (ASPR), Center for Biomedical Advanced Research and Development Authority (BARDA), Office of Medical Countermeasures Program Support Services (MCMPSS).
Duties
ABOUT THE POSITION
The major duties of the Senior Advisor for Workforce Strategies and Development in BARDA include but are not limited to the following:
Providing situational and strategic subject matter expertise within the BARDA Office of the Director (OD) on a wide range of organizational and human capital (HC) issues that include identifying innovative strategies and activities that align with and support BARDA's mission, objectives, and its key priorities.
Cultivating new concepts, principles, and methods in the development and promotion of cross-functional areas (i.e., hiring and recruiting, compensation, performance management, classification, workforce planning, remote work, employee engagement and retention, etc.); identifying opportunities to implement strategies that improve employee empowerment, innovation, advance organizational effectiveness and support change.
Analyzing, evaluating, and monitoring sensitive workforce-related issues that have been elevated to senior leaders, proposing recommendations for resolution.
Serving as an expert resource to BARDA's Leadership Team (BLT) to build best practices, tools, and resources that foster a hybrid team culture ensuring employees feel valued, engaged with each other and perform their duties and responsibilities irrespective of where they work (onsite or remote).
Participating in the development of detailed plans and strategies for the integration of day-to-day and long-range workforce related projects, actions, and activities both internally and externally.

Qualifications
As a basic requirement, applicants must demonstrate progressively responsible experience directly related to the knowledge, skills and abilities outlined under Mandatory Technical Qualifications. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service, or its equivalent, with state or local government, the private sector, or nongovernmental organizations. You must demonstrate in your application, significant achievements, increasing levels of responsibility, and a solid record of successful professional performance.

Applicants must possess the following technical qualifications that represent the knowledge, skills, and abilities essential to perform the duties and responsibilities of the position. 1. Mastery of a wide range of organizational and Human Capital issues, including knowledge of current workforce related laws, regulations, agency and departmental policies, guidance and procedures to ensure that advice, programs, and procedures are appropriate, consistent and properly coordinated.
2. Demonstrated knowledge and skill in the planning, development, and execution of strategic Human Capital initiatives for an organization.
3. Expert knowledge and experience in managing diverse federal Human Capital programs and/or projects (e.g., hiring and recruiting, compensation, performance management, employee engagement, diversity and inclusion etc.).
4. Demonstrated experience and skills in developing, designing, and implementing professional development training and mentoring/coaching programs to improve employees' skills and knowledge at multiple organizational levels.
