The incumbent of this position serves as a Senior Program Advisor reporting directly to the Chief of Staff, Office of the Executive Director of Operations. The incumbent is an advisor to key officials of the Defense Nuclear Facilities Safety Board on matters related to interactions with the U.S. Government Accountability Office, the Nuclear Regulatory Commission’s (NRC) Office of the Inspector General, the Office of Personnel Management, and all other audit bodies.

Duties

Serves as the Agency’s primary point of contact for all audit bodies regarding a broad range of audit matters in direct alignment with the Board’s strategic and management goals. Serves as the program manager for the agency’s internal controls program, including the design and implementation of the internal controls process and the completeness of all corrective actions resulting from that process. Manages the agency’s Internal Controls Program, which includes the design and implementation of the internal controls process, to include policy creation and revision, analysis of controls and corrective action plans (CAPs) to ensure that controls were robustly tested and that root cause analyses were performed, providing recommendations to staff and management, tracking status of CAPs, and briefing Agency Senior Leaders. Serves as the primary quality control and coordination point for Agency responses to audit reports, partnering and working directly with all Offices in preparing and clearing draft report comments and responses to final reports. Analyzes impact of recommended audit recommendations on the Board, its staff, and its stakeholders. Develops effective processes to ensure the integrity and quality assurance of the Board’s financial, administrative, and technical management systems. Identifies and negotiates workable strategies to resolve controversial and complex audit issues, including those referred to the Chairperson and Executive Director of Operations (EDO) for resolution assistance, using negotiating, conflict management, and/or problem-solving skills.

Qualifications

In order to qualify, you must meet the experience requirements described below. Your resume must clearly describe your relevant experience. You must meet the following requirements within 30 days of the closing date of the announcement. Specialized Experience for GS-15: Applicants must have 1 year of specialized experience equivalent to the GS-14 grade level in the Federal Service. Specialized experience for this position includes all of the following: Identifying and negotiating workable strategies to resolve controversial and complex audit issues; and Analyzing impact of audit recommendations; and Providing primary quality control for all audit responses, reviewing and providing comment on all written responses to audit reports; and Managing an Internal Controls Program. Time-in-Grade Requirements: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 is required to meet the time-in-grade requirements for the GS-15 level.
