The Supervisory Health Science Specialist position is located in the Office of the Chief, Research & Development Service, San Francisco VA Healthcare System, VA Sierra Pacific Network (VISN 21), Veteran Health Administration, Department of Veteran Affairs, San Francisco, CA.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** NOTE: This is a part-time position (ten (10) hours/per week). The salary listed represents full-time employment and will be pro-rated based on the actual number of hours worked each pay-period. Likewise, benefits and time-off accrual will also be prorated and based on your part-time work schedule. Duties may include, but may not be limited to the following: Supervisor: Has overall responsibility for the management and administration of the Research Program and oversees all staff assigned to that program. Maintains Supervision of staff, professional management, and administrative responsibilities that are complex in scope. Makes decisions exercising wide latitude and independent judgment. Maintains administrative oversight of the program and staff and may be involved or delegate portions of the tasks: a) Hires and trains Research staff b) Establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system; c) Observes workers' performance; demonstrates and conducts work performance critiques; d) Provides informal feedback and periodically evaluates employee performance; e) Resolves informal complaints and grievances; develops work improvement plans, recommending personnel actions as necessary; f) Provides advice and counsel to principal investigators and their staff related to scientific work and administrative matters; Compliance: Monitors compliance with clinical research program requirements. Conducts program assessments and prepares reports necessary to the research program continuity. Identifies problems and negotiates corrective action concerning programmatic issues, basic administrative, and financial management of the site. Monitors and evaluates multiple or broad research program content. Ensures the research program is in compliance with Human Research Protection Program components. National/International Liaison: Serves as liaison on behalf of Research and Development (R&D) Service with medical center services and other local and national agencies in all matters dealing with research standards and related issues. (This includes representing the R&D on related task forces, at professional conferences and appropriate meetings.) Performs other duties as assigned. This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). Selective Placement Factor (SPF) - Screen-out: 'Have experience working in a hospital with an academic research environment, with an oversight of clinical research oversight, and regulatory and compliance reporting." and BASIC EDUCATION REQUIREMENT: All applicants must meet the basic education requirement as described below. (Must also meet the Additional Qualification Requirements below). Having a bachelor's or graduate/higher level degree: with major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. (TRANSCRIPT REQUIRED) and In addition to meeting the Selective Placement Factor and Basic Education Requirement above, you must also meet the following additional requirements. SPECIALIZED EXPERIENCE GS-14: Applicants must have at least one (1) year of specialized experience that equipped you with the knowledge, skills, and abilities to successfully perform the duties of this position, and that is typically in or related to the work of this position? To be creditable, this experience must have been equivalent to at least the GS-13 grade level in the Federal Service. Qualifying specialized experience includes: having knowledge of analytical and evaluative methods essential to plan and evaluate programs and policies and to persuade key officials to accept and implement recommendations; understanding of principles and policies of medical standards including knowledge of research programs, standards, terminology and diseases in order to make immediate policy determinations and to advise key personnel within and outside the organization; capable of analyzing, evaluating and providing expert advice and consultation, as well as knowledge of the principles, methods, applications, and state of-the-art technology in the position's highly complex program areas of responsibility to provide direction and guidance on critical and complex issues; uses expert skills in applying this knowledge to the development of new methods, approaches, or procedures in the coordination of research projects and studies; performing complex analytical studies and interpretation of results to coordinate the evaluation of programs/research projects and to recommend improvements; and to communicate, both orally and in writing, and to make clear, convincing presentations: explaining and justifying recommendations, represent the agency and assigned program or project areas; providing guidance and advising program administrators, responding to inquiries, and preparing reports. and Quality Ranking Factors are skills, knowledge, abilities, or other worker characteristics which could be expected to result in superior performance on the job. Quality ranking factors will not be used for screening but may be used as ranking criteria. Applicants with higher proficiency levels may rank above those with lower proficiency levels on a quality ranking factor. 1. Quality Ranking Factor (QRF): "Can establish, review, and coordinate policies and procedures pertaining to strategic planning and compliance oversight related to Research and Development (R&D) department." 2. Quality Ranking Factor (QRF): "Do you have knowledge of R&D program requirements as they relate to Human Research Protection Program components." 3. Quality Ranking Factor (QRF): "Do you have experience monitoring the effectiveness of interactive systems and procedures necessary to advance a research program in accordance with all principles, rules and regulations affecting research." All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The work is primarily sedentary but will require visiting the work locations of all programs.
