Supervisory Health Science Specialist position established within the Office of the Associate Chief of Staff (ACOS) for Research and Development (R&D) supports the largest research enterprise within the Department of Veterans Affairs and hosts significant activities in all four VA research programs. SFVAHCS Principal Investigators are the lead on national and international multi-site projects. Approximately 1000 researchers support the Principal Investigators' work.

Duties

Direction & Strategic Planning and Supervision:Evaluates all health-related programs and management policies pertaining to the agency. Participates in long-term strategic planning and exercises delegated decision making authority for resource management of the agency's research and development programs and policies. Responsible for evaluating the impact of current research standards on programs. The Deputy ACOS/R&D monitors the effectiveness of the interactive systems and procedures necessary to advance the research program in accordance with all principles, rules and regulations affecting research within the VA.The Deputy ACOS has overall responsibility for the management and administration of the Research Program and oversees all staff assigned to that program. Responsibilities include supervision of staff, professional management, and administrative responsibilities that are complex in scope. Decisions are made exercising wide latitude and independent judgment.Compliance: Monitors compliance with clinical research program requirements. Conducts program assessments and prepares reports necessary to the research program continuity. Identifies problems and negotiates corrective action concerning programmatic issues, basic administrative, and financial management of the site. Monitors and evaluates multiple or broad research program content. The incumbent is responsible for oversight of clinical research program compliance with all Federal, VA, State, and local regulatory directives and requirements. The incumbent has the responsibility through the ACOS, to initiate corrective action in response to recommendations of the Inspector General, Joint Commission on Accreditation of Healthcare Organizations (JCAHO), National Committee for Quality Assurance (NCQA), Office of Research Oversight, VA Research Service administrative, and FDA inspections or audits. The incumbent is required to ensure the research program is in compliance with Human Research Protection Program components. Additionally, the Deputy ACOS/R&D conducts or directs special studies and audits in order to resolve administrative problems that arise in the normal operation of a complex research program.National/International Liaison: Serves as liaison on behalf of Research and Development (R&D) Service with medical center services and other local and national agencies in all matters dealing with research standards and related issues. This includes representing the R&D on related task forces, at professional conferences and appropriate meetings. Qualifications

Basic Education Requirement: PhD in a major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. (Transcript Required) AND Specialized Experience: You must possess one (1) year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Specialized experience is managing the operational functions or supervising activities for a healthcare research program including workforce, big data management, genomic processing, strategic planning, database management and fiscal, space, etc. AND Selective Placement Factor: This position includes a skill, knowledge, ability or other worker characteristic basic to -and essential for- satisfactory performance of the job. Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration. Evidence of the Selective Placement Factor must be reflected in your resume. The Selective Placement Factor for this position is: You must have at least one year of leadership experience leading a health science related research program and must have experience working in an academic research environment and hospital setting in oversight of basic science research, including IACUC, and regulatory and compliance reporting.. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary. Typically, the employee may sit comfortably to perform portions of the work. However, there is periodic walking; standing; bending; carrying of light items such as medical records, instructional material, books and manuals. No special physical demands are required to perform the work.
