Duties
This position is located in the Department of Homeland Security, Federal Protective Service, Glynco, GA. The primary purpose of this position is to assess law enforcement and security related programs or course curriculum, content, and instructional materials to ensure successful application in the field regarding investigation techniques and practices, and/or compliance mandates.
Duties performed:
-Develops curriculum for basic and advanced training courses to include adapting or creating law enforcement or investigative techniques.
-Instructs or is responsible for the courses that encompass a wide variety of FPS law enforcement and investigative related materials or practices.
-Responsible for modifying law enforcement training and security program instructional materials and techniques which may entail developing the applying new law enforcement and/or security related curriculum, program methods, approaches and techniques.
-Provides assessment and recommendations to senior management regarding new and evolving training techniques and methods.
-Recommends and establishes training requirements based on current laws, regulations, agency demands or objectives, and emerging techniques and methods.
Qualifications
Specialized Experience Requirement:
GS-13: Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
1) Instructing others in law enforcement and investigative related materials or practices;
2) Developing and revising program and course materials for law enforcement training courses;
3) Evaluating training course effectiveness and student progress.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted).

Security Clearance: This position will require a top secret security clearance. If selected for this position, the incumbent must be able to obtain and maintain a top secret clearance.
Essential Personnel: This position may be designated as essential personnel. Essential personnel must be able to serve during continuity of operation events without regard to declarations of unscheduled leave or government closures due to weather, protests, acts of terrorism, or
lack of funding. Failure to report for or remain in this position may result in disciplinary or adverse action in accordance with applicable laws, rules, and regulations (5 U.S.C. § 7501-7533 and 5 CFR Part 752, as applicable).
Law Enforcement: The incumbent may possess law enforcement authority under Title 40 of the United States Code, Section 13 J 5, exercising such authority to provide investigative and law enforcement services to customer agencies, Federal employees and members of the general public located and/or conducting business in government owned or leased properties.
Pre-Employment Drug Testing: This position requires a negative pre-employment drug test.
Random Drug Testing: Incumbent of this position is subject to random drug testing.
Pre-Employment Medical Requirement: Prior to appointment the person selected for this position must be determined physically fit by an authorized government physician to perform strenuous and physically demanding duties. Also must successfully pass a pre-employment medical examination (which includes, but is not limited to vision, hearing, cardiovascular and mobility of extremities) given by an authorized government physician. This position may be subject to periodic incumbent examinations in the future.
Firearms Requirement: The incumbent will be required to carry a firearm while performing duties of this position. Maintaining firearm proficiency is also mandatory. The incumbent must satisfactorily complete (or have previously completed) the firearms component of the Criminal Investigation Training Program (CITP) or Uniformed Police Training program (UPTP). Any person who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition.
Travel: The incumbent will be required to travel frequently.
Mobility Agreement: This position may require the incumbent to be reassigned to different geographic locations. Accordingly, the incumbent will be required to sign a mobility agreement, which will remain in effect throughout the duration of the assignment.
Motor Vehicle Operation: The incumbent possess and maintain a valid automobile driver's license and be available for frequent travel.
