This position is located in the Management Directorate, Office of Security and Integrity, Mission Assurance Division, Emergency Mgmt Branch. As an Emergency Management Specialist, you will ensure enterprise resilience through coordination and management of all-hazard emergencies through preparedness, protection, mitigation, response, and recovery.

Duties

Provides guidance on the development and management of USCIS continuity of operations plans and projects that support agency alternate work sites designed to enable continuance of agency mission essential functions. Advises and contributes to the development of USCIS policies and procedures in compliance with federal continuity of operations, occupant emergency, and emergency management directives, regulations, and established procedures. Spearheads outreach activities, independently prepares for and executes Emergency Management Assistance Visits (EMAV) and Security Compliance Reviews (SCR). Maintains solid understanding and applicability of the USCIS continuity plan, USCIS strategic plan, USCIS management directives, DHS directives, the federal mission resilience strategy, federal continuity directives, presidential policy directive. Provides emergency management subject matter expertise and consultation before, during, and following emergencies and/or safety related events occurring within the USCIS areas of operation. Serves as incident management coordinator and primary advisor to HQ, regional, district, and local leadership within assigned area concerning all hazards mitigation, response, recovery and compliance with federal directives, OEP, and COOP. Incumbent organizes and administers the USCIS Emergency Management Coordinator (EMC), the Occupant Emergency (OEP), and similar training programs. Represents USCIS interests during local, district, regional, state or federal emergency management, continuity, and incident management planning workgroups within assigned area or in the absence of supervisor.

Qualifications

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 09/04/2024. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 09/04/2024. GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-12 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Drafting continuity of operations plans. Writing occupant emergency plans. Serving as an incident management coordinator for a large organization. Develops and presents emergency management (all hazards mitigation, compliance with applicable federal directives, occupant emergency, continuity and pandemic planning strategies and usage of emergency communications systems) training to varied audiences. Preparing planning guidance that support the objectives of contingency or emergency disaster operations.
