This position is located in the Department of Health and Human Services, Office of the Secretary of Health and Human Services, Office of the Assistant Secretary for Legislation, located in Washington, District of Columbia.

Duties

This purpose of the position is for the incumbent to serve as Senior Advisor for Oversight. The incumbent serves as a confidential advisor and performs substantive assignments that involve and cut across major Agency-wide programs and activities, initiatives policy and program development covering the full range of HHS' interest and activities. Duties include: The senior advisor for oversight is the Agency's liaison with congressional oversight bodies, including the House Oversight and Government Reform Committee and Senate Homeland Security and Government Affairs Committee, including its Permanent Subcommittee on Investigations. The incumbent develops and maintains relationships with staff of these oversight Committees, and knowledge of the interests and motivations of the Committee Chair and Ranking Members. The incumbent develops and recommends strategy and defense tactics for open congressional investigations to senior Agency offices. The incumbent serves as an expert on Congressional oversight matters impacting, or having the potential to impact, the Agency. Incumbent serves as the Agency's primary liaison with Congressional oversight committee staffs; provides broad policy guidance to employees on interactions with Congressional oversight committee staff. The senior advisor identifies and defines issues, proposes alternative courses of action, and prepares findings and recommendations that are presented to the Assistant Secretary for activities in support of oversight efforts related to GAO, OIG or Congressional inquiries, findings, or recommendations. Identifies and proposes improved business practices, as requested. Reviews alternatives and provides recommendations, information, and guidance to senior leadership in support of meetings and briefings related to potential and approved oversight engagements and recommendations.

Qualifications

Selective Placement Factor (SPF): This position requires a SPF be met in order to meet minimum requirements for the position. Applicants who do not meet the SPF are ineligible for further consideration. Must have experience conducting or managing congressional oversight investigations, including briefings, interviews, document productions, and hearings. Applicants must demonstrate that they meet the Specialized Experience requirements as noted below. Specialized Experience:GS-14: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-13 level in the Federal service that includes the following: 1) Conducting or responding to congressional investigations, to include drafting correspondence, assisting with preparations for briefings, interviews, and congressional oversight hearings. 2) Significant involvement in large-scale document requests, including identifying sensitive materials privileges, and considering issues surrounding commercial confidential information, privacy, deliberative process and executive privileges. 3) Negotiating orally and/or in writing congressional oversight inquiries with government entities, internal and external stakeholders/representatives, or the private sector. 4) Collaborating with other Health and Human Service programs to develop and/or recommend strategies for congressional oversight investigations. 5) Working with cross-functional teams, including senior leaders, communications specialists, and technical experts to provide counsel on congressional investigations. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
