The Veterans Health Administration (VHA), Office of Healthcare Transformation (OHT) is a national office dedicated to improving VHA and Federal Government wide.

Duties
Project Management- Fiscal
The incumbent will assist with contract administration among OHT other VHA offices, and outside institutions. This includes monitoring contracted employee output, overseeing regular contracted operations, establishing performance measures and making decisions about the continuation and amendment of contracts.
Provides for the budgeting and financial management for the incumbent's section of OHT. This may include budget formulation, justification and execution, financial management and financial reporting.
Provides advice to local and VACO senior management on budgetary and finance issues. Assists leadership with reviewing office needs, plans, and goals to develop budget data and justification for review and approval.
Works with fiscal to prepare budget packages for submission to OHT leadership and responds to all questions from that office.
Project Management- Administrative
The incumbent performs program specialized work, which includes assisting teams and programs related to the OHT. Identifies objectives and establishes overall priorities for project teams.
Determines specific steps, input, and/or meetings required. Identifies schedules and milestones. Establishes new plans, objectives and milestones based on real- time progress of work.
The incumbent plans and/or accomplishes special projects for major office or program issues of national and local impact. Conceives and implements new initiatives and projects to strengthen, facilitate, and integrate programs.
Lead Performance Improvement Initiatives and Projects and Ensure Sustainability and Spread
Responsible for ensuring sustainability and spread of efforts directed at improving quality, safety, effectiveness and efficiency using management engineering. The incumbent will ensure that OHT improvements are sustained over time.
Incumbent will help lead national efforts through collaboration with multiple VA offices and affiliates to educate staff on health systems redesign and to promote a culture of continuous learning and healthcare delivery improvement.
Project Management- Technical
The incumbent researches, analyzes, and organizes information to compose and present briefing summaries on initiatives, projects, and action items. This involves collaboration with OHT, ELT, VACO, VISN levels, and/or local VA medical center staff to understand processes, obtain necessary information, and appropriately express the findings in summary statements.
Incumbent plans, coordinates and carries out the research and analysis of issues necessary to complete each phase of assigned local and national projects. Technical problems are normally resolved by the employee.
Project Management- Communications
Incumbent communicates with employees and leaders at local medical centers, academic affiliates, VISNs, and national level offices as well as with outside consultants and acknowledges the need for tactful and appropriate communications at all times. The incumbent utilizes these communications to continually further the assigned work/project.
Performs other related duties as assigned.
Work Schedule: Required to work Monday through Friday, 8:00 am to 4:30 pm.

Virtual: The employee may work at a VA facility or other VA-leased space other than the facility that is hiring the employee and is authorized for telework up to 50%.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/03/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to:
1. Responsible for overseeing initiatives, establishing performance goals, and implementing strategies and actions.
2. Acts as a project leader for office related projects as assists with affiliated contracts and agreements.
3. Conceives and implements new initiatives and projects to strengthen, facilitate, and integrate programs.
4. Ensuring sustainability and spread of efforts directed at improving quality, safety, effectiveness and efficiency using management engineering.
5. Work with teams responsible for improving systems to ensure that their projects are based on sound engineering principles.

Physical Requirements: The work is sedentary and does not require any special physical effort. Some work may require walking and standing in conjunction with travel and attendance at meetings and conferences away from the work site. Employee may carry light items such as papers, books, and portable computer requirement or driving a motor vehicle relative to attendance at meetings. The work often requires long hours to meet project deadlines and to devise corrective action and solutions to unexpected technical and/or management crises resulting in sometimes highly stressful work situations.
