Incumbent functions as the executive assistant to the Chief of Staff (COS) in this active medical center that provides comprehensive health care in Medicine, Surgery, Primary Care, Mental Health, Extended Care with skilled and nursing home levels of care, and is a member of the VISN 19 integrated healthcare delivery system at the VA Western Colorado Health Care System.

Duties

Duties include but are not limited to the following: Liaison for Chiefs reporting to the Chief of Staff coordinating efforts of all services so that patient care and missions are met. Liaison to the administrative staff for each service that provides support to the Chief of Staff. Conducts and directs special studies, analyses of complex problems related to manpower requirements, space and equipment utilization, organizational alignment and other areas of concern to the Chief of Staff, recommending solutions and supervising the implementation of the solutions once they are approved. Participates with the Chief of Staff in the formulation and implementation of policies necessary to support the functions of direct care and allied health services in the coordination and implementation of Headquarters and VISN Directives. Coordinates all administrative functions inherent to the Office of the Chief of Staff, establishing controls where necessary. Represents the Chief of Staff and services reporting to the Chief of Staff on various Medical Center Committees and functions. Acts as an administrative advisor to Administrative Officers and Chiefs, reporting to the Chief of Staff for issues related to program and administrative matters. Acts with and for the Chief of Staff in administrative matters (staffing, budget, funding, program development, space and equipment needs) related to Chiefs of the direct care and allied health services reporting to the Chief of Staff. Participates with the Chief of Staff in Morning Report and in his absence receives reports for later delivery to the Chief of Staff; follows up on issues as needed and reports actions back to the Chief of Staff, Associate Director Patient Care Services, Medical Center Director or Associate Medical Center Director. Serves as a sounding board for various service chiefs and reflects the thinking of the Chief of Staff making recommendations and commitments without benefit to consultation with the Chief of Staff. Participates in the implementation of VISN 19 Special Emphasis Programs such as Performance Improvement and Systems Redesign initiatives, which cross administrative and clinical boundaries and affect all levels of the organization. Acts with and for the Chief of Staff for personnel issues and Human Resources functions for staff aligned under the Office of the Chief of Staff. Manages, coordinates staff and trains secretaries and clerical staff in services throughout the Health Care System (HCS), ensuring consistent, standardized practices are adhered to. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/02/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. INDIVIDUAL OCCUPATIONAL REQUIREMENT: Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR General Experience (for GS-5 positions): Work that required a knowledge of the basic principles and practices related to the management of a health care delivery system. Such experience may have been gained as an administrative officer, management analyst, or administrative or clinical program manager or supervisor in a health care delivery system. Specialized Experience (for positions above GS-5): Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Special Provision for In service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience progressively responsible for analytical, administrative, clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work is mostly sedentary and involves very little physical effort. The work is generally performed in a typical office setting with adequate heat, light and ventilation.
