The Health System Specialist- Facility System Redesign Specialist is expected to be self-directed and proactive in identifying needs to develop and implement programs or performance improvement activities throughout the Grand Junction Health Care System. The incumbent provides education to staff on Lean Management and Systems Redesign concepts throughout the facility. In addition, this individual will be integral in facilitating process improvement throughout the facility.

Duties

Duties include but are not limited too: Applies expertise and knowledge of health care delivery systems to evaluate and improve quality and patient safety processes. Helps facilitate, coordination and leadership in safety, quality, and performance processes throughout the facility. Ensures that the facility is aligned with new initiatives and proactively identifies emerging areas of focus. Provides advisory services to all levels of management regarding the requirements and implications of the office services provided. Provides advice to operating managers and supervisors on how provided services can assist in accomplishing their missions and programs. Coordinates all collaborative and training opportunities including VISN led initiatives, Systems redesign teleconferences and other national and VISN learning opportunities. Incumbent identifies the appropriate target audiences for each training opportunity and facilitates appropriate participation among staff. Incumbent develops an ongoing Systems Redesign education and communication program. Investigates and analyzes adverse quality trends or conditions and initiates corrective action. They consult with staff and managers to identify opportunities for quality improvement and assist staff to develop and implement quality management plans utilizing systems redesign principles. Some physical effort, such as standing, walking, bending, or sitting, or occasionally carrying items of more than 10 pounds, may be required. Working Conditions: Work is typically performed in an adequately lighted and climate controlled office. May require occasional travel to CBOC locations.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Individual Occupation Requirement: The Health System Specialist - Facility System Redesign Specialist does require an Individual Occupation Requirement that will need to be met. Your resume will be reviewed in regards to the Individual Occupational requirement, and it will be reviewed, to ensure that the Individual Occupational Requirement is met. Please understand that the Individual Occupational Requirement is required IN ADDITION to the required Specialized Experience. Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR, Specialized Experience: (for positions above GS-5): Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. SPECIALIZED EXPERIENCE: To qualify for the position at GS-12 Grade Level the candidate will be required to meet the 1 year (52 weeks) of Specialized Experience. You may qualify based on your experience as described below: GS-12 Specialized Experience Requirement: One year of specialized experience (equivalent to the GS-11 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience is defined as: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
