This position is located in the United States International Trade Commission, Office of Operations, Office of Tariff Affairs and Trade Agreements (TATA) and reports to the Associate Director of TATA. Serves as an International Trade Specialist and technical expert in support of the Commission's efforts in relation to maintaining the Harmonized Tariff Schedule of the United States and associated tariff and trade program data, as well as other work required to support the Commission's missions.

As an International Trade Specialist, you will maintain chapters of the Harmonized Tariff Schedule (HTS) involving products assigned each time the HTS is revised. You will review the HTS and related documents with the objective of identifying issues or inconsistencies and you will review and analyze feedback on the HTS and related documents. You will also perform research and analysis on customs and tariff issues, the Trade Agreements program, and domestic and international nomenclature matters. You will produce written reports and presentations synthesizing your research and analysis. You will also be responsible for creating and maintaining tariff and trade program data and monitoring sources affecting the HTS, in addition to other duties as assigned.

Qualifications

BASIC REQUIREMENT
To qualify at the GS-7 level, you must meet one of the following requirements: 1 full academic year of graduate level education; or a Bachelor's degree with superior academic achievement, in the upper one-third of your graduating class; or have a GPA of 3.0 or higher out of 4.0 as recorded on your official transcript, or based on courses completed during your final 2 years; OR one full year of specialized experience equivalent to the GS-05 grade level or comparable pay band in the Federal service or equivalent experience in the private sector. Work experience must show familiarity with international trade issues, ability to analyze large data sets, attention to detail, aptitude for customer service and problem solving, and ability to take direction and work as a team. Your resume must clearly document this experience.
To qualify at the GS-09 level, you must have one-year of specialized experience equivalent to the GS-07 obtained in the federal or private sector which demonstrates all of the following: (1) Experience working on or studying international trade issues, (2) experience analyzing large data sets, (3) experience utilizing quantitative or qualitative software or tools (i.e., Excel, Access), (4) experience organizing and tracking multiple deadlines and projects, (5) experience writing analytical reports.

GS-9 level, you may qualify using one of the following options:
SUBSTITUTION OF EDUCATION: A master's degree or equivalent graduate degree or two (2) full years of progressively higher-level graduate education leading to a master's degree or LL.B. or J.D., in a field of study such as international policy, international commerce, international management, intercultural relations, international development, global economy, government and foreign affairs, international business, international trade, international economics, international affairs, international relations, or other related fields of study.

COMBINATION OF EDUCATION AND EXPERIENCE:A combination of education and experience as described above. Note: Only graduate education in excess of one year is qualifying for combination. or

Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
