This position is in Office of Managing Director (OMD), Associate Managing Director - Financial Operations (FO), Financial Statement and Reporting Group (FSRG), Federal Communications Commission (FCC) located in Washington, DC.
RELOCATION EXPENSES WILL NOT BE PAID.

Duties
Incumbent will manage key financial balances that are critical to the reporting of both the FCC and the Federal Government.
Resolves statement of difference (SOD) and reporting differences which require the coordination of a large-scale effort across multiple groups and Federal agencies.
Proficient in all financial systems, core, and subsidiary financial systems utilized at the FCC and determines appropriateness and accuracy of the transactions and communicates results of the research.
Assesses the financial balances on monthly to determine accuracy and adequacy for inclusions in reports that are submitted to OMB, Treasury, GAO and Congress.
Reviews and evaluates various Treasury reporting systems to analyze the differences between the Treasury records and the Commission records in short and demanding time frames.
Develops solutions to resolve any conflicts identified that would adversely impact the presentation of the financial results of the agency.
Prepares potential means of resolution to the audit and/or investigative reports, ensuring inclusion of all input from the bureaus and offices, reporting components, and external contractors impacting the financial findings.

Qualifications
Applicants must meet eligibility and qualification requirements by the closing date of this announcement. Current Federal employees asking to be considered under Merit Promotion procedures must meet time-in-grade requirements by the closing date of this announcement.
Candidates must meet the requirements in PART A AND PART B in order to be deemed as qualified.
PART A - Education
Basic Education Requirements
Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR
Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include oneof the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

GS-12
GS-12 Specialized Experience: Applicants must have a minimum of one year of specialized experience equivalent to the GS-11 grade level in the federal service. For this position, specialized experience is defined as follows:
1. Experience analyzing and evaluating reports utilizing financial accounting reporting systems;2. Experience gathering financial records data to identify accounting entries and financial statements;3. Experience interpreting and applying accounting policies and procedures;4. Experience monitoring and analyzing key funds and key financial balances; and5. Experience researching financial issues to resolve unfavorable situations.
GS-13
GS-13 Specialized Experience: Applicants must have a minimum of one year of specialized experience equivalent to the GS-12 grade level in the federal service. For this position, specialized experience is defined as follows:
1.Experience interpreting and applying accounting policies and procedures;2.Experience monitoring and analyzing key funds and key financial balances;3.Experience serving as a liaison with government or private sector companies to resolve differences;4.Experience resolving abnormal balances and discrepancies;5.Experience serving as a subject matter expert on financial accounting systems and financial reporting guidelines;6.Experience accessing and updating existing financial reporting procedures to reflect the most recent changes; and7.Experience responding to internal and external inquiries orally and in writing and providing detail and concise responses in a timely manner.
GS-14
GS-14 Specialized Experience: Applicants must have a minimum of one year of specialized experience equivalent to the GS-13 grade level in the federal service. For this position, specialized experience is defined as follows:
1. Experience interpreting, developing, implementing and applying accounting policies and procedures;2. Experience working with a multitude of individuals to communicate and relay changes in policies;3. Experience providing subject expertise to record complex accounting transactions;4. Experience overseeing key funds and key financial balances;5. Experience serving as an expert in the interpretation of financial accounting reporting requirements and working with external contacts to resolve differences;6. Experience serving as a subject matter expert on financial accounting systems and financial reporting guidelines;7. Experience evaluating compliance with applicable laws and regulations, and the operational efficiency and effectiveness of financial reporting; and8. Experience editing and modernizing financial reporting.

Combination of education and experience: At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge as shown in paragraph A above, plus additional education or appropriate experience.

- Knowledge of the principles, concepts, and practices of accounting and financial management in order to apply to accounting tasks and activities.
- Knowledge of financial systems and skill in analyzing financial systems to design and/or modify accounting systems and reports.
- Ability to effectively communicate in writing to generate and prepare quarterly and annual financial statements, notes and supporting schedules.
- Ability to effectively communicate orally on issues related to new or proposed legislation and/or regulations impacting accounting procedures and operations.
