Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-7. At the GS-6 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-7. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability Major Duties: Receives, analyzes, classifies, determines and certifies funds availability, assigns cost center, sub account and control point codes for purchase orders, contracts, travel orders and similar documents for obligation against appropriate funds. Liquidates obligations upon the receipt of goods or services, process vendor certifies invoices for payment, and assigns purchase order numbers and establishes payables for delinquent obligations. Performs a thorough review of obligations that have been established by Contracting, Logistics and Service Lines to determine accuracy of costing, and appropriateness of purchases orders and purchase cards according to the designated fund control point and Veterans Affairs (VA) financial policies. Posts payments to obligation documents when payment is processed. Issues bills of collection as necessary. Offsets US Bank convenience checks against obligation documents in a timely manner. Examines credit memos and reclaims from vendors to determine appropriateness. Identifies significant changes and determines the involved transactions that caused the discrepancies. Communicates with Service Lines, Logistics, and Contracting to determine appropriate action to resolve any and all aged obligations. Insures proper accounting procedures are enforced to accurately record financial transactions. Plans and documents the comprehensive analysis of the financial reports and accounts evaluations. Reviews, audits for accuracy, and reconciles their assigned fund control point balances against the status of allowance daily. Reviews and audits the procurement requests that are still pending and committed, but not obligated within the fund control point. Reviews purchase card orders that are pending reconciliation and notify the purchase card holders of all aged purchase cards to request they are reviewed for validity. Provides detailed recommendations for improvement based on the above process. Performs other duties assigned. Work Schedule: Monday through Friday, 8:00am to 4:30pm Recruitment & Relocation Incentives: Authorized Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. MINIMUM QUALIFICATIONS GS-06: Possess one (1) full year of specialized experience, equivalent to at least the GS-05 grade level in Federal service, that equipped you with the knowledge, skills, and abilities to successfully perform the duties of an Accounting Technician. Specialized experience includes: maintaining financial accounts and verifying the accuracy of data; coordinating financial activities including cash processing, disbursements, bank deposits, receipts, reconciling errors, discrepancies, non-standard transactions, etc.; and understanding basic accounting practices, policies, and principles. This experience must be detailed in your resume to receive credit. You will be rated on the following Competencies as part of the assessment questionnaire for this position: Customer Service (Clerical/Technical)Financial SystemsProblem Solving IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary with some carrying of computer reports, boxes, and ledgers. The work is performed in an office setting.
