This position is located in Fiscal Service, Bay Pines VAHCS. The incumbent receives, analyzes, classifies, determines and certifies funds availability, assigns cost center, sub account and control point codes for purchase orders, contracts, travel orders and similar documents for obligation against appropriate funds.
Duties
Duties consist of the following, but are not limited to:
Maintains control of obligated and expended funds as well as control of receipts and Disbursements.
Analyzes funding documents for accuracy and authorizations based on regulatory policies.
Summarizes transactions and prepares control documents or other posting documents reflecting various accounting entries for audit trail purposes.
Determines the nature of errors and rejects and make the appropriate adjustment to a variety of interrelated accounts.
Performs a thorough review of obligations that have been established by Contracting, Logistics and or Service Lines.
Reviews FMS data to ensure the obligation transmission was successful.
Researches daily rejects for various transactions and makes corrections as necessary to retransmit to FMS.
Reviews and approve receiving reports for transmission to FMS.
Consistently communicates and treats customers (Veterans, VA staff, external stakeholders) in a courteous, tactful and respectful manner.
Maintains a current knowledge on procedures, policies, and directives to be able answer questions of other employees on.
Handles conflict and problems in dealing with the customer constructively and appropriately.
The ability to receive and transmit sensitive data via e-mail using MS Outlook.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday-Friday 8:00am-4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/08/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05 and For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
(For the GS-06) Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Analyze and classify financial transactions; Categorize cost items; Analyze accounts to ensure compliance; Perform work with automated accounting systems; Perform work in accounting, budget or other financial regulations; Prepare statements and reports.
(For the GS-07) Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Physical Requirements: The work is primarily sedentary with some carrying of computer reports, boxes, and ledgers.
