Duties

This Archivist position is in the Office of Strategic Communications and Public Affairs (SCPA), Communications Strategy & Integration Division (CSI), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to: Develops and manages the archival program for the agency. Makes informed decisions to determine which documents, original records, audio, and visual material, as well as drawings, plans, and blueprints should be transferred to the permanent custody of the National Archives and Records Administration or should remain in the TSA Historian Program's collections. Oversees the transfer of such records to the National Archives. Provides reference and research services in response to requests for information about records on specialized subjects or topics related to TSA and transportation security, transportation policy and practice, or precedents throughout U. S. history related to transportation security. Responds to inquiries from the public, government agencies, and TSA personnel related to historical matters, including Freedom of Information Act inquiries.

Qualifications

In addition to the Basic Requirements, to qualify for the SV-G Pay Band (equivalent to GS-5/7/9), you must have one year of specialized experience at the SV-F or GS-04 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Such experience is defined as: Experience operating a federal transportation security level archive; and Utilizing automated records or information management systems nomenclature and methodologies to identify, organize, request, or maintain relevant historical information; and Demonstrated experience utilizing methods, procedures, techniques, and protection methods used to organize an archive and assist researchers and staff members in locating and retrieving documents (paper and digital format), microfilm, audio tapes and other archival materials; and Performing analytical and research techniques to deliver reference and research assistance to individuals, agencies and/or organizations. OR 1 year of graduate-level education or superior academic achievement OR 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree Combining Education and Experience: Combinations of successfully completed graduate level education, beyond the second year, and experience may be used to meet total qualification requirements for this position, and may be computed by first determining your total qualifying experience as a percentage of the experience required for the band level; then determining your education as a percentage of the education required for the band level; and then adding the two percentages. The total percentages must equal at least 100 percent. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office. Education

In addition to the minimum qualifications described above, you must meet the following requirement(s) to be considered qualified for the position:

Basic Requirements

A. Bachelor's degree in archival science or bachelor's degree with a major that includes 18 semester hours in archival science, history and/or in political science or government, and 12 semester hours in one or any combination of the following: archival science, history, American civilization, economics, political science, public administration, or government.

OR

B. Combination of education and experience - at least 30 semester hours that included courses as shown in A above, plus appropriate experience or additional education.
