You will serve as an IT Specialist in the Business Solutions, Code 0536 of OFFICE OF NAVAL RESEARCH.

Duties

You will provide an objective assessment of business operations, programs, functions, and processes for which Chief of Naval Research is responsible. You will serve as a business analysis, process automation, and system integration expert. You will provide oversight and coordination of all business functions, advise senior management and staff on the management of functions, ensures business plan is aligned You will be responsible for managing and directing extensive activities in fostering, administering, and executing integrated programs in business transformation, providing direction and oversight to ONR's business processes.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to the experience demonstrating the four competencies above, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate most or all of the following: 1) Utilizing budget/financial management principles/techniques for long-range planning of programs and objectives; 2) Delivering business intelligence (e.g. Customer Relationship/Content Management, Process Automation) solutions using knowledge of platform capabilities (e.g. ServiceNow, Salesforce, SharePoint Online, Power- Automate/Apps/BI); 3) Knowledge of principles/techniques of advanced management strategies focusing on process improvement; 4) Interpreting, qualifying, and quantifying information to assess the impact of policies/regulations; and 5) Delivering business process automation solutions and data visualization vendor's capabilities (e.g. Qlik Sense, Power BI).
