There are two (2) positions located in the Research Office at VA Minneapolis Healthcare - Minneapolis VA Medical Center in Minneapolis, MN. The Staff Assistant is responsible for providing a wide variety of administrative support functions to the Administrative Officer (OA) and Associate Chief of Staff (ACOS) for Research.
Duties

This is a term appointment not to exceed 11/30/2026. Term appointments are non-status, nonpermanent appointments of limited duration of more than 1 year, but not more than 4 years and are subject to a 1 year trial period. Should the need warrant, term appointments may be extended without further competition up to a maximum of the 4 year limitation. The appointment to a term position does not confer eligibility for promotion, reassignment, or transfer to other positions or the ability to be non-competitively converted to permanent employment.
The primary purposes of this position (Staff Assistant) are to provide administrative, grant, and human resources management to the research organization and to facilitate communications and reporting for the organization in various areas. Major duties and responsibilities include but not limited to:
Assisting the ACOS/R and the Research & Development (R&D) Committee in meeting the required RDC annual evaluations and quality assurance reviews
Providing technical direction and consultation for all VA Research proposals submitted by investigators
Preparing or supervising preparation of support documentation, letters of transmittal and endorsement, investigator biographies, budget justifications etc.
Supervising personnel management functions including recruitments, appointments, extensions, resignations, and terminations
Advising employees and supervisors on personnel issues such as scheduling, leave administration, overtime, mandatory training, credentialing requirements for new employees etc.
Advising supervisors on criteria for special contributions and performance awards and supervising the performance appraisal process
Ensuring administrative support work is performed, developing processes for work performed, and ensuring work is carried out accurately and timely
Responsible for the layout, organization and production of complex reports that are sent to other VA Services and VHA
Working closely with departments from the University of Minnesota, the Veterinary Medical Unit, Research budget personnel, and the Investigators/study personnel to initiate new sale agreements and exercise options for continuing sale agreements
Working with VA investigators and Contracting to initiate new VA contracts for services needed to further their research
Responsible for the layout of Research Service annual and periodic report process
Developing and implementing procedures to ensure that pending publications and presentations are reported to VA R&D Communications
Serving as Research Service Automated Data Processing Application Coordinator (ADPAC) and primary contact with Information Resources Management (IRM) Service
Designing and maintaining computer forms/templates and databases in Excel
Training employees on the use of the copier, fax, and other common service equipment and calls for repair
Maintaining research key account, technical files, distribution lists, manuals and records for the Research Service
Performing other related duties as assigned
Work Schedule: Monday to Friday; 08:00 a.m. to 04:30 p.m.

Qualifications
Minimum Requirement: The following are minimum requirements for appointment as a Staff Assistant in the Veterans Health Administration (VHA), which all applicants must met.
Specialized Experience (GS-09): You must have one (1) year of specialized experience that equipped you with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (i.e., GS-07) in the normal line of progression for the occupation in the organization. Qualifying examples of specialized experience would typically include but are not limited to: performing timekeeping, scheduling and purchasing duties adhering to policy and without errors; designing and maintaining computer forms, templates, and databases; and utilizing communication skills for development and maintaining professional relationships with internal and external customers. OR,
Education (GS-09): Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. NOTE: One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. Combination (GS-09): Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education as described above. IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Physical Requirements: The work is primarily sedentary and requires long periods of concentrated mental effort although interruptions will always occur. This requires the ability to mentally keep on track with an effort which breaking to address a request. Some lifting and carrying of light items such as records and files is necessary. The incumbent uses a computer and standard office equipment to complete tasks.
