This position is located in the Bureau of Western Hemisphere Affairs, Office of Executive Director (WHA/EX). The incumbent serves as a senior Human Resources Specialist, providing expert advice and guidance to WHA employees and management on a wide range of human resources (HR) matters through the combined use of analytical ability, knowledge of various human resources management processes and knowledge of policies applicable to domestic and overseas human resources functions and programs.
Duties
Provides a full range of advisory services on recruitment strategies and requests for General Schedule (GS), eligible family members (EFM) and domestic Foreign Service (FS) employees using a variety of programs to attract highly qualified candidates.
Provides expert, strategic, and technical guidance as well as management advisory services and support for all internal and external competitive placement actions.
Liaises with the Office of Overseas Employment (GTM/OE) and GTM/Talent Services for Foreign Service Family Reserve Corps (FSFRC) members, to provide advice and guidance to Post HR staff regarding Eligible Family Member (EFM) program issues at posts.
Prepares reports and presentations for WHA and in Department that include periodic reporting requirements to the Bureau of Budget and Planning and GTM as well as additional information as required.
Requirements

- Must be able to obtain and maintain a Secret security clearance.
Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience researching, interpreting and applying appropriate Federal laws, regulations, policies and guidelines in at least two human resources functional areas (e.g., recruitment and placement, classification, employee relations, performance management, HR development, employee benefits).
Experience with civil service and/or foreign service position management.
There is no substitute of education for specialized experience for the GS-13 position.
