This position is part of the Organization of the Joint Chiefs of Staff. The incumbent serves as a Public Affairs strategist and planner for the Chairman of the Joint Chiefs of Staff (CJCS) and the Joint Staff, Public Affairs Office, assisting to lead strategy implementation planning, messaging development, engagement planning, and social media content development and evaluation..

Duties

As a PUBLIC AFFAIRS SPECIALIST at the GS-1035-13 some of your typical work assignments may include: Serves as a strategic communication advisor to OCJCS public affairs and key staff on public affairs planning, messaging alignment, messaging development and resonance, best practices to reach desired audiences, and insights into the communication environment. Applies communication principles, methods, practices, and techniques to align Joint Staff communications and ensure global integration of public messaging, and coordination with other information forces, to aid in achieving communication objectives in line with national strategic objectives; uses analytical methods to complete ongoing evaluations of execution of plans. Works with and leads teams using interpersonal relations to integrate diverse viewpoints in (1) creating communication and media engagement plans and (2) writing and executing public affairs doctrine and proponent work. Serves as a representative on social media matters related to the OCJCS Public Affairs (PA) staff and OSD, DoD, Service and Combatant Command (CCMD) social media teams. Prepares speeches, briefings, multi-media presentations, script writing and slide development, etc. on a wide variety of subjects for delivery by the CJCS, VCJCS, Chairman's Action Group CAG), Public Affairs, Legislative Affairs, and leadership throughout the Joint Staff.

Qualifications

You may qualify at the GS-13, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Utilizing public affairs principles and concepts to establish and maintain effective working relationships with local, national and international media representatives, community groups, and with senior military officials and staff; Applying social media concepts, principles and practices to analyze the effectiveness of social media communication plans and develops recommendations to improve the nature of the Chairman of the Joint Chief of Staff social media affairs program; Developing communication plans using principles, methods and practices of communication to integrate all types of media and methodologies and determines the most appropriate cost-effective means to attain communication; Developing written materials to write and edit a variety of articles, news releases and speeches to convey information and clarifies organization's operations, programs and activities to specialized audiences and the general public. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. . Substitution of education may not be used in lieu of specialized experience for this grade level.
