This position is in the Maintenance & Operation Section of the Facility Management Service at the James J. Peters VA Medical Center in Bronx, New York. This position compliments the HVAC Supervisor and serves as a lead over several employees performing as AC Equipment Mechanics.
Duties
Major DutiesGeneral
Work Leader Responsibilities 60%
- Work leader improves efficiency by passing on to other AC Equipment Mechanics, instructions received from the HVAC Supervisor.
- Leads projects involving the repairs and maintenance of HVAC Building operations, including installation of HVAC mechanical systems (ductwork, supply, return components) and automated control systems, which includes the use of subordinate worker, equipment, facilities, and materials on a week-to-week and/or month-to-month basis.
- The incumbent serves to ensure deadlines, priorities and work sequences, including planning work assignments based on general work schedules, methods, and policies.
- Coordinates with the supervisor of the shop to determine the number of workers needed to accomplish specific projects assigned; redirects individual workers and resources to accomplish unanticipated work; informs higher level supervisors of the need to revise work schedules and re-estimates labor and other resources; and participates with the HVAC supervisor in the initial planning of current and future work schedules (e.g., the need for overtime), budget requests, staffing needs; and estimates and recommendations as to scheduling projected work.
- As instructed by the supervisor, work leader starts work by assigning the immediate tasks to individual members of the work group. Work leader also checks on work in progress, for compliance with procedures and regulations, and makes sure deadlines and schedules are met.- Investigates work related problems such as excessive costs or low productivity and determines causes; implements corrective actions within his/her authority to resolve work problems; and recommends solutions to staffing problems, work operations directed by other supervisors; and as required, engineering requirements.
- The work leader has responsibility toward the efficient operation of the HVAC shop for the accomplishment of work orders or directions received from HVAC supervision and/or Maintenance & Operations supervision.
Non-Lead Duties 40%
- Performs as an AC Equipment Mechanic if the need arises and to ensure completion of projects and work orders in a timely fashion.
- Performs as an AC Equipment Mechanic during emergencies to continue facility operations.
- Performs equipment evaluations, programming, installation, operation verification, calibrations, and training on highly technical electronic systems.
- Maintains, repairs, installs, and modifies complex air conditioning, heating, and ventilating (HVAC) equipment and systems and refrigerant equipment. - Possesses a general knowledge of the purpose, operation and application of complex electronic systems, components and controls such as network resistors, electronic probes, electronic transmitters, 75-watt DC power supplies, transformers, airflow measuring devices, resistor blocks, diode blocks, lighting protection modules, averaging temperature humidity sensors, duct temperature probes and immersion temperature probes.
- Incumbent has a thorough knowledge of pneumatic controls such as flow switches, V.A.V. boxes (variable air volume), pneumatic thermostats (standard and night set back), pump differential pressure switches, differential pressure transducers, pneumatic electric solenoid valves, smoke-fire damper pneumatic valves and pneumatic actuators.
- Must know principles and theories of air conditioning, refrigeration and pneumatic controls, such as the refrigeration cycle, heat transfer laws, the use of refrigerant tables; how to calculate air flow and the pressure temperature characteristics for the different systems in order to locate and repair faulty equipment swiftly and to reduce inoperative time to a minimum.
- Incumbent must know how to locate trouble before dismantling and to make repairs that ensure proper functioning after assembly. The incumbent is required to know systems with a variety of compressors such as reciprocating, absorption and centrifugal type and a variety of refrigerant controls such as those with low- and high-pressure side floats, automatic thermostatic expansion valves, capillary or choke types.

PHYSICAL EFFORT AND WORK CONDITIONS: May be required to bend, reach and hold awkward positions for prolonged periods. Frequently works from ladders, platforms, high places and cramped spaces. Considerable climbing, walking and stooping is also required for this position. Frequently lifts and moves objects up to 50lbs., and occasionally lifts and carries objects over 50lbs. either alone or with others.
Works indoors and outdoors, in all weather conditions, and is exposed to the usual occupational hazards. Required to work in close, extremely hot or cold places and around high voltage electricity. Must work in noisy, dusty and humid places.
Qualifications

EPA CERTIFICATION: In accordance with 40 CFR Part 82, Subpart F, EPA, people working in this type of position must have and maintain proper EPA Certifications for working with refrigerants. You must have these EPA Certification Types I, II and III in order to meet the requirements of this position.
EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.
