Duties
You will serve as a Supervisory Clinical Investigation Specialist in the Clinical Investigation Department of Naval Medical Center San Diego, SAN DIEGO CA.
Establishes strategic vision, makes revisions, and allocates resources to support investigation and research activity.
Responsible for the management and coordination of the Institutional Review Board (IRB)
Reviews the initial screen for all research protocols and investigative agents (i.e., pharmaceuticals) prior to IRB referral and final review and approval in accordance with applicable Federal requirements.
Directs, oversees, and coordinates the work of subordinate supervisors of several unit sections or segments and assigned employees.
Conceives, plans, and conducts projects and experiments involving human or animal subjects, considered to be of primary importance to the healthcare field.
Coordinates and manages the Medical Treatment Facility’s Graduate Medical Education (GME) scholarly activity program involving the advancement of requirements-driven, operationally relevant military biomedical research.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.
- This position requires a pre-employment Financial Disclosure Statement, OGE-450, and annually thereafter in accordance with DoD Directive 5500-7-R.
- This position is subject to screening and update of required immunizations.
- This position is identified as Mission Essential which may require you to work or remain at work during an emergency situation or when inclement weather has curtailed operations (e.g., threat to the facility, natural disaster, delayed reporting).
- This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual season influenza vaccinations in accordance with Defense Health Agency Procedural Instruction 6025.34.
- This position requires you to be able to obtain and maintain a determination of eligibility for a Secret security clearance of access for the duration of employment which includes a background investigation and credit check.
- This position requires Temporary Duty (TDY) or business travel up to 20% of the time away from your permanent duty station.

Basic Requirement for Supervisory Clinical Investigation Specialist:
Degree: Bachelor's or graduate (or higher level) degree with major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience in the private or public sector as a clinical investigator or researcher or similar performing duties such as reviewing or conducting healthcare or biomedical research; Supervising other personnel; and managing administrative resources such as budget or training or equipment.. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
