You will serve as Facility Operations Specialist, monitoring contractor performance with operations and maintenance for Armstrong Flight Research Center facilities. This includes acting as the primary liaison between contractors and the government. You will also serve as secondary Contracting Officer's Representative, ensuring contractor performance complies with terms and conditions of contracts.

Duties

Oversees all operations and maintenance activities conducted on the Facilities Operations and Maintenance Services (FOMS) contract, developing strategies for maintaining the facility in consideration of budget constraints. Acts as Contract Officers Representative for the FOMS contract, monitoring contractor compliance with terms and conditions of contract. Provides surveillance on and technical guidance to FOMS contract work, including oversight on all high voltage maintenance/repair activities. Performs repair closeout activities and electronic filing per office protocols, including the transfer of information to stakeholders for real property files, operations and maintenance start-up, current configuration drawings, and contract files. Reports observed safety hazards, potentially hazardous situations, and close calls, communicating risks to the mission imposed by imminent failure, planned equipment shutdowns, and planned utility outages. Conducts investigations, develops corrective actions, and executes corrective actions for audit findings, mishaps, close calls, and operational incidents. Utilizes customer input to understand requirements in delivering prioritized mission support. Fosters a culture of engagement, diversity, inclusiveness, excellence and innovation. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level: Assisting in the oversight of operations and maintenance activities of facilities, including high voltage maintenance and repair; Participating in the development of strategies for operations and maintenance of facilities; and Providing technical guidance to facility operations and maintenance contractors.
