The primary purpose of the work involves performing comprehensive research and analysis and providing authoritative advice to top-level management on employee and labor relations issues and/or potential issues for which there is significant difficulty identifying the nature and scope of the personnel and regulatory matters involved.

Qualifications
Candidates must meet the Qualification Standards Handbook requirements for the GS-0201-15.
For this position, specialized experience is at least one year of experience, equivalent in responsibility to the GS-14 level in the federal service, managing employee and labor relations for an employer.

Employee Relations – Skill in providing ER and EEO advice to management on how to deal with employees, especially in difficult or sensitive situations.
Labor Relations – Skill in identifying and responding to labor relations issues.
Research – Ability to research pertinent case law, rules and regulations related to employee and labor relations.
Communication – Ability to communicate in all kinds of ways, with a variety of audiences, to persuade and convey important information.
Training and Development – Ability to train others at all organizational levels including supervisors, employees, and volunteers.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
