Duties
The National Operations Center Duty Director provides continuous onsite Senior Level judgment, experience, and authority of a 24/7 watch consisting of representatives of DHS, Intelligence Community, Law Enforcement, Department of Defense, other critical Federal Departments and State and Local partners, to ensure the OSA has the necessary information and situational awareness for the Office of Homeland Security Situational Awareness (OSA) Director to brief the DHS Secretary on matters requiring strategic-level guidance or actions
Duties performed:
Serves as the Head of each National Operations Center (NOC) shift.
Oversees incident management handoff between the NOC and any other incident management entity, assuming primary reporting responsibility.
Formulates program goals, plans, policies, and procedures and work plans dealing with the development and operation of personnel recovery; participates in providing both technical and administrative direction to subordinate chiefs and through them their assigned nonsupervisory employees.
Provides daily executive briefings to Senior DHS leaders including Secretary, Deputy Secretary, S1/S2 Chiefs of Staff, S1/S2 Deputy Chief of Staffs, and the Secretary's counsellors.
Reviews and structures organization to optimize use of resources and maximize efficiency and effectiveness of the organization.
Qualifications
Specialized Experience:
GS-15: Applicant must demonstrate at least one full year of specialized experience comparable in scope and responsibility to the GS-14 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
Using communication systems to send emergency notifications across an organization;
Utilizing experience in Homeland security, emergency management, interagency coordinator, or military operation to support incident management programs;
Providing staff with policy, procedure, or guideline updates to ensure compliance with work assigned; and
Monitoring developing situations to recommend the level of incident response needed.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. OTHER REQUIREMENTS OF THE POSITION:
The incumbent will work in a 24/7 Operations Center and must be prepared for rotating shifts, encompassing mornings, afternoons, evenings, overnights, and weekends. Additionally, availability during holidays and inclement weather events is necessary.
Because of the mission, which includes providing emergency support, the incumbent is subject to recall either to the National Operations Center (NOC), or an alternate Continuity of Operations (COOP) facility during emergency operational support conditions or training exercises. Such incidents may require the incumbent to work extended hours and days outside his or her normal work schedule. Long hours under highly stressful and demanding conditions may be the norm during major operations. The incumbent may be required to work rotating 12-hour shifts, including night work and weekends to support crisis situations.
This position involves critical duties and responsibilities that must continue to be performed during crisis situations and in contingency operations. Required responsiveness to elevated threat levels may require special considerations, such as temporary relocation and extended or rotational hours of work.
The incumbent of the position will be required to deploy primarily to support Secretary's Field Support Team in response to elevated threat levels, incident responses, National Special Security Events (NSSE), or training exercises. Such deployments will require deployment to areas outside the National Capital Region and will require extended or rotational hours of work for an extended period. Deployment areas may suffer the effects of a natural or man-made incident and may be done under short notice, therefore incumbent must be able to deploy into areas under expeditionary conditions.
