The Office of Surface Mining Reclamation and Enforcement (OSMRE) is a bureau within the United States Department of the Interior. OSMRE is responsible for establishing a nationwide program to protect society and the environment from the adverse effects of surface coal mining operations, under which OSMRE is charged with balancing the nation's need for continued domestic coal production with protection of the environment.
Duties
This position is located within the Department of the Interior, Office of Surface Mining Reclamation and Enforcement (OSMRE), Division of Financial Management in Lakewood, CO.
At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:
1. Providing interpretive guidance to other accounting and financial management staff and functional representatives.
2. Preparing policies, procedures, and guidelines on accounting functions for use by program staff and technical personnel.
3. Coordinating the resolution of accounting system problems arising from factors such as changes in legislation, the changing needs of program managers, changes in Departmental emphasis, and standardization among Interior bureaus.
4. Analyzing operations, financial systems, periodic and special reports and systems edits to develop information on trends, anomalies, or problems, and develop solutions.
5. Advising management on changes to function/program workflow practices or procedures, better internal controls, redesign of reports or faster consolidation of data, and how to reduce costs or improve operations.
6. Developing and performing ongoing analyses and interpretation of financial data in the general ledger to determine if the information is accurate, complete, and informative to management.
OSMRE has determined that the duties of this positionare suitable for telework and the selectee may be allowed to telework with supervisor approval.
Salary Information
GS-11: ($80,665 - $104,861) per annum.
First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.
Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series/grade to which you are applying.
(1) Basic Educational Requirements:
To meet the basic qualification requirements for this position, you must have:
A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR
B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that:
the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining;
a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and
except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

In addition to meeting the educational requirement above ALL applicants are required to meet the additional qualification requirements below for the grade with which they are applying.
(2) Specialized Experience
To qualify for the GS-11 grade level applicants must meet A, B, or C defined below.
A. Specialized Experience: To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to at least the GS-09 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1) Analyzing financial data using accounting systems and advanced excel functions.
2) Asset or property accounting for a large entity.
3) Reconciling financial or accounting systems to various external reports and spreadsheets; AND
4) Experience with U.S. Standard General Ledger (USSGL) or general ledger and posting models for a large corporate entity.

B. Education: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
OR
C. Combination of Specialized Experience and Education: A qualifying combination of specialized experience and education that totals 100% of the requirement.
