This position is part of the Office of Natural Resources Revenue (ONRR), Revenue, Reporting, & Compliance Management (RRCM), Financial Management (FM), Financial Services (FS), Team 2, located in Lakewood, CO. Duties

Supervises a team of accountants responsible for account reconciliations such as matching open receivables to open payments, billing financial term exceptions, Indian over-recoupment exceptions, and late payment/overpayment interest exceptions. Analyzes work processes and coordinates activities to improve quality, timeliness, productivity and customer service. Provides advice on the interpretation of accounting and financial regulations and policies that impact decisions affecting program operations and improvements.

Qualifications

All applicants for this position must possess one of the following basic requirements: A. Bachelor's Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor." OR B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: 1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; 2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level (i.e. GS-9) in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. (NOTE: YOU MUST PROVIDE LEGIBLE TRANSCRIPTS SHOWING COMPLETED COURSEWORK AND DEGREE(S) AWARDED AS VERIFICATION OF YOUR EDUCATION). In addition to meeting the basic eligibility requirements, applicants must have the following specialized experience: At the GS-13 level, you must meet the following qualification: One year of specialized experience equivalent to at least the GS-12 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Examples of specialized experience for this position includes: extensive experience in the areas of accounts receivable (account reconciliation), billing, and Debt Collection; evaluating accounting procedures, reports and accounting systems in order to recommend improvements and changes; providing input for internal and external audits and reviews from data on accounting, financial management, and related policies, procedures, and reports; serving as a point of contact to provide professional and technical guidance or advice to team members, program offices, and client agencies. Only experience and education obtained by the closing date of this announcement will be considered. TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
