Duties

Administers and coordinates a complex grants portfolio that includes cooperative agreements and highly technical special projects. Provides technical authority in the development and review of policy and procedural issuances from the Department and the employing organization. Plans and advises on grants/financial assistance mechanisms; coordinates actions with support offices; and works to gain compliance with established policies and regulations by persuasion or negotiation. Qualifications

Applicants must demonstrate that they meet the Specialized Experience requirements as noted below. Specialized Experience: GS-13: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing (5) of the (6) duties listed below: Ensuring compliance with administrative, financial policy, procedures, and/or business practices. Reviewing proposed cost on approved grant applications. Providing guidance to stakeholders related to grants management. Analyzing and/or managing discretionary or mandatory grants. Participating in grant review meetings to provide administrative and/or budgetary information. Drafting and/or contributing to the development of grants policy and procedures. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
