Duty Location: Provo, Utah
This position is concurrently open to Merit Promotion eligibles under Announcement Number BOR-UCB-12499321-MP-OPM.
Duties
Perform difficult but precedented technical engineering evaluation and analysis assignments or analyze segments of broader issues or problems.
Gather data for evaluations from a variety of sources, including databases, field notes, maps, land classification resources, environmental analysis, geotechnical reports, design charrettes. etc.
Install and employ a variety of complex precision instruments, gauges, and devices; modify or adapt instruments, parts, and equipment to obtain desired performance characteristics; devise experimental techniques; and observe significant trends in data.
Draft technical documentation for assigned engineering work assignments which includes analysis, inspection, and test reports and documentation requiring a high degree of precision and using a variety of presentation techniques.
Qualifications

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying:
Specialized Experience for GS-07: Applicants must possess at least one year of specialized experience comparable in scope and responsibility to the GS-06 grade level in the Federal service (obtained either in the private or public sectors) performing at least two (2) of three (3) of the following: 1) using equipment in the preparation, design, and evaluation of materials; 2) working with material typically used in construction including soils, aggregates, and concrete; and 3) performing a variety of standardized inspections of materials being used in construction.
OR
Education: Successful completion of at least 1 full year (18 semester hours) of graduate level education leading to a master's degree in an appropriate field of engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science or mathematics. NOTE: You must submit copies of your college transcripts.
OR
Combination: Have a combination of education and experience as listed above. To calculate the education percentage, first total your semester hours and divide by 18; then take the number of months of full-time experience and divide by 12 (part-time will be prorated). Add the percentages together. The total must equal at least 100 percent to qualify. Note: You must submit copies of your college transcript.
Specialized Experience for GS-08: Applicants must possess at least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained either in the private or public sectors) performing at least three (3) of four (4) of the following: 1) Utilizing the regulations, rules, policies, testing standards and practices governing construction projects; 2) recommending and/or performing proper testing procedures; 3) recognizing and reporting anomalies, inconsistencies, and deficiencies in technical data; and 4) preparing inspection result reports.

Education: Successful completed two full years of graduate education or a master's degree in an appropriate field of engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science or mathematics. NOTE: You must submit copies of your college transcripts. two full years of graduate education or a master's degree.
OR
Combination: Have a combination of education and experience as listed above. Please note, only education in the excess of the first 18 hours can be used for combination qualification. To calculate the education percentage, first total your semester hours in an excess of 18 and divide by 18; then take the number of months of full-time experience and divide by 12 (part-time will be prorated). Add the percentages together. The total must equal at least 100 percent to qualify. Note: You must submit copies of your college transcripts.
Specialized Experience for GS-09: Applicants must possess at least one full year of specialized experience comparable in scope and responsibility to the GS-08 grade level in the Federal service (obtained either in the private or public sectors) performing at least three (3) of four (4) of the following: 1) reviewing specification for proposed engineering projects to provide evaluation and advice; 2) reading and interpreting blue prints, drawings and or specifications to ensure contractor work meets requirements and standards; 3) Interpreting or reviewing test results; and 4) providing oversight on construction projects and document progress and issues.

Education:Successful completed two full years of graduate education or a master's degree in an appropriate field of engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science or mathematics. You must meet all Eligibility and Qualification requirements, including any selective placement factors if applicable, by 09/06/2024.
Education
To qualify based on education, you must submit a legible copy of transcripts from an
accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
If you are using
education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
