Duty Location: Provo, Utah
This position is concurrently open to Merit Promotion eligibles under Announcement Number BOR-UCB-24-12475003-MP-OPM.
Duties
The selectee for this position will oversee a comprehensive materials testing program (both construction and investigations) that assures
complete quality control of Bureau of Reclamation projects.
Major Duties include, but are not limited to:
Performing supervisory duties for assigned staff.
Maintaining, replacing, and certifying all laboratory equipment, laboratory and field, in accordance with applicable standards and procedures.
Providing technical expertise, counsel and input to management, customers, and employees.
Evaluating policy and program implementation, and performance and objective goals to ensure adherence to priorities, policies, regulations and accomplishment of program.
Analyzing activities and resolving difficulties or delays in program accomplishment.
Qualifications

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying:
Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-10 grade level in the Federal service (obtained either in the private or public sectors) at least four (4) of the following: 1) applying the concepts, principles, theories, and methods used in the testing of soil and concrete; 2) building and managing a workforce to meet organizational goals, budget considerations, and staffing needs; mentoring lower-graded employees on the differing methods used to test soil and concrete; 3) working with, understanding, and evaluating technical information related to soil and concrete testing; 4) advising on technical issues involving soil and concrete testing; and/or 5) communicating with clients and customers to assess their needs, provide testing results or reports, resolve problems, and satisfy their expectations.
