Serves as the Facilities Management Service (FMS) Maintenance Supervisor over Maintenance and Projects Division for the facility. This position reports the Assistant Chief of FMS. The Maintenance Supervisor is responsible for planning, direction, control, coordination, operation, evaluation, schedules, and provides field technical advice and supervision of activities.

Duties

The incumbent operates on own initiative within the policies and procedures developed by top management. Plans overall work schedules and sequence of operations on a weekly, project, or longer basis to assure an even flow and distribution of work, the expeditious handling of priority cases, and the meeting of schedules and deadlines. Revises work schedules to meet changes in workload considering factors such as peak loads, availability of manpower, and processing time requirements. Coordinates with representatives of other units concerning matters of work accomplishment, priorities, and procedures. Incumbent analyzes work schedules; determines manpower, tooling, material requirements, and methods to be used; plans work assignments considering trades or other occupations involved, availability of manpower and equipment deadlines, and other work projects for which responsible; and makes recommendations for short range, organizational and operational improvements. Provides information and advice to upper management on such matters as accomplishment of assigned work schedules, budget estimates, changes in production techniques and standards, rearrangement of machinery, or other related facility changes. Maintenance Supervisor also works with engineering staff on NRM/Major/Minor projects to provide input based on previous issues or concerns, this may happen during the design or construction phase of a project. Reviews work plans of journeyman staff for completeness and adherence to deadlines. Provides information to Assistant Chief and Chief of FMS and other areas of Medical Center regarding maintenance activities. Prepares workload data such as PM data for Maintenance Unit to ensure compliance with Joint Commission requirements. - Plans use of subordinate workers equipment, facilities, materials on a week-to-week basis; - Establishes deadlines, priorities, and work sequences, and plan work assignments based on general work schedules, methods, and policies set by higher level supervisors; - Coordinates work with supporting or related work functions controlled by other supervisors; - Determines the number and types of workers needed to accomplish specific projects; - Redirects individual workers and resources to accomplish unanticipated work; - Informs higher level supervisors of the need to revise work schedules and re-estimate labor and other resources; Incumbent assigns work requirements as necessary to subordinate supervisors, sets deadlines and sequence of operations, directs rearrangement of space requirements and development of specialized tools and equipment as necessary. Maintains balanced workloads for subordinate work groups or units, shifts workload among subordinate units for effective operations. Reviews and analyzes production costs and personnel utilization records in order to evaluate work progress, control and reduce costs; evaluates continuing problems and takes and/or recommends necessary corrective actions. Prepares and/or recommends necessary corrective actions. Prepares operating instructions and work schedules, develops quality and quantity standards, spot checks work operations, and reviews completed work and inspection reports to assure that production and quality standards are achieved. Coordinates related work operations with supervisors of other services, as needed. Develops work standards, methods, and procedures using established National Codes, trade work practices, and VA standards as guidelines. Determines equipment and material needs utilizing the scope of the work or task requirements, results of cost estimates, and precautions necessary to protect patients, environment, personnel, and equipment. - Investigates work related problems such as cost overruns or limited productivity and determine causes; - Implements corrective actions within their authority to resolve work problems; and - Recommends solutions to staffing problems, engineering requirements, and work operations directed by other supervisors. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/05/2024. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, the ability to perform the duties of a Maintenance Supervisor without more than normal supervision. Duties include but are not limited to: Supervises and performs maintenance and repair of grounds, exterior structures, buildings and related fixtures and utilities, requiring the use of a variety of trade practices associated with occupations such as carpentry, masonry, plumbing, electrical, air conditioning, cement work, painting and other related areas. Interprets and applies plans, blues prints, engineering drawings, and use of chemical formulas basic to the trade. Uses a variety of hands and power tools, including table saws, planers, sanders, routers, drills, and grinders. Oversees the ordering of materials roads and grounds maintenance, proper lawn care, seed and turf materials, grounds flora, pruning, pesticides, fertilizers, soil types, planting soils, and irrigation systems. Repairs carpentry, cabinetry, flooring, ceilings, painting, sign making, and lock smith disciplines. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. Physical Requirements/Working Conditions: Incumbent shall be physically fit and mentally alert at all times. Mental abilities are needed, such as memory, judgment, and ingenuity. Mental application is required (e.g., in planning and laying out work, in maintaining alertness and concentrated attention, or because of the nature of muscular and visual coordination needed). The work requires regular and recurring physical exertion such as prolonged walking, climbing, crawling, lifting, kneeling, bending, squatting, carrying, reaching over/under; and pulling, pushing, and steadying objects of varying weights, sizes, and shapes. Strain related to lack of movement such as standing in place, crouching, or stooping for extended periods of time. Work may require working in confined spaces such as manholes, vaults, building basements and crawl spaces. Inspects utility systems and building service equipment while in cramped or awkward position. Incumbent must work off ladders, scaffolds and platforms and must be able to carry items that weight up to 50 pounds. The incumbent is frequently exposed to a variety of hazards, ranging from noxious gasses or fumes to biological hazards. Personal Protective Equipment (PPE) or gear may be required and must be worn when conducting inspections of maintenance or repairs. Frequently works inside areas that are usually at cold or elevated temperatures, dusty, dirty, or greasy and soiling of clothing and skin surfaces. Works in confined spaces. Is exposed to weather conditions for extended hours. Is exposed to noise, vibration, infectious hazards, chemicals, hazardous materials, gases/fumes, and the possibility of burns, infection, scrapes, and broken bones. Hazards in working above ground level, on slippery surfaces such as kitchens, or in crowded areas near moving vehicles or cutting tools. Work is performed mainly in a hospital environment and subject to 24-hour call as work may demand
